The CGE, allegedly under the direction of the GRU, leveraged generative AI tools to rapidly produce disinformation content and distribute it through a network of websites disguised as legitimate news sources. This sophisticated operation aimed to deceive voters and spread misleading information.
The Treasury Department also highlighted the GRU’s alleged financial backing of the CGE and a network of US-based facilitators. These funds were reportedly used to develop and maintain the CGE’s AI-powered server and sustain a network of over 100 websites employed in the disinformation campaign. The director of the CGE has also been personally targeted with sanctions.

An annual threat assessment released in October highlighted the escalating threat posed by Russia, Iran, and China, who are increasingly using artificial intelligence to spread disinformation and manipulate electoral processes.
