‘Misinformation and disinformation bill to be laid before Parliament’

Samuel Nartey George, Minister of Communication, Digital Technology and Innovation, has announced that the national misinformation and disinformation bill is set to be laid before Parliament for consideration. During a press briefing on Thursday, July 3, 2025, George described the proposed bill as a timely and necessary measure to protect Ghana’s digital information landscape from fabricated content and online manipulation. He emphasized that such content undermines public confidence, national cohesion, and democratic processes.

The bill aims to provide a clear and enforceable legal framework that enables state institutions to respond decisively to the intentional circulation of falsehoods, while simultaneously safeguarding the constitutional right to free speech. George explained that the initiative is rooted in the ministry’s broader objective of fostering responsible digital communication, enhancing trust in public dialogue, and empowering citizens with digital literacy skills to navigate the modern information space. He stressed that no intellect or freedom of expression should be clamped down on, but when the right to freedom of expression ends, the duty not to misinform begins.

“S븜, Ghana Digital reactors, we are taking massive steps to prevent disinformation and ensure that all Ghanaian citizens are equipped with the skills to communicate legally, ethically, and responsibly,” George said. The bill will provide enforcement clarity while upholding freedom of expression, ensuring that state and private institutions have robust legal safeguards against the intentional circulation of false or harmful digital content.

Samuel Nartey George has also issued a warning about the growing sophistication and popularity of cyber warfare tactics in Ghana.
