But newly declassified intelligence documents released by the Trump White House’s Government Transparency Task Force paint a different and far more unsettling picture. According to an operational summary from the Office of the Director of National Intelligence, the Federal Bureau of Investigation ran a secret counterintelligence operation, code-named “Round River,” whose purpose was not to investigate corruption allegations surrounding the Biden family, but to discredit them as Russian disinformation. The operation reportedly began around December 2019, on the eve of the 2020 election, and notably during President Donald Trump’s first impeachment proceedings, when Democrats were accusing him of pressuring Ukraine to dig up damaging information about his political rival. Instead of treating the steady stream of intelligence reporting from confidential human sources as worthy of scrutiny, the FBI’s Foreign Influence Task Force on Russia unofficially assembled a team of analysts tasked with gathering every piece of derogatory information dating back to at least 2015 about Joseph Biden, Hunter Biden, Ukrainian energy firm Burisma Holdings, and related Ukraine topics. The team’s mission was to retroactively “red flag” that reporting, adding new intelligence products to the source files to make it appear as though the bureau had long ago deemed the information Russian propaganda. The ODNI summary is brutally frank about one thing: the Round River team never actually corroborated any of the allegations it was tasked to bury.
The mechanics of the operation are as alarming as its existence. The declassified summary explains that the FBI analysts working on Round River drafted intelligence products that were later attached to each confidential human source file, effectively rewriting the record to show that the reporting was considered Russian disinformation. The team zeroed in on at least three informant files, altering them after the fact and using them as examples of what the FBI derisively called the “Ukraine narrative.” That phrase was a catchall for the story, embraced and repeated by much of the legacy media, that corruption allegations against the Biden family were conspiracy theories rather than legitimate leads. But the raw material underneath that narrative was not invented by bloggers or political operatives. It came from more than a dozen confidential human sources who had, over a span of several years, shared their concerns and observations with the U.S. intelligence community. Some of these sources had long histories of working with American intelligence, meaning their credibility was not a new or untested question. Yet the Round River team did not assess whether their claims were true. It did not attempt to corroborate or disprove them. It simply stamped a label on them. This is the quiet horror of the entire episode: the FBI’s own review admits that the operation made no factual determination about the “Ukraine narrative,” but proceeded as though the disinformation designation was enough to make the problem disappear. Another informant reported that Burisma had issued fake consulting contracts to U.S. investors and that both Joe Biden and his son had money invested in the company, passed through a shelf company in Latvia. Years later, House oversight investigators would find that Hunter Biden did indeed route his money through a network of shell companies during his time working with foreign interests. The informants may not have had every detail right, and their reports may have been incomplete, but the natural response of an intelligence agency would have been to dig deeper, to separate fact from fabrication, and to determine whether corruption might be real. Instead, according to the declassified documents, the FBI chose to treat the sources themselves as part of a Russian plot, amending their files to warn future readers that their information was suspect. The contrast between the FBI’s handling of the Biden-Ukraine reporting and its handling of the Trump-Russia allegations is impossible to ignore. In the case of Crossfire Hurricane, the FBI’s investigation into alleged collusion between the Trump campaign and Russia, the bureau launched with remarkable speed and intensity despite having little more than raw, unanalyzed, and uncorroborated intelligence. Special counsel John Durham, who was appointed to examine the origins of that investigation, concluded in his report that there was no proper basis for the FBI to have opened it in the first place. The bureau pursued the Trump-Russia collusion theory for years, fueled in large part by a dossier funded by Democrats, and seemingly never paused to consider that the material itself might be Russian disinformation intended to corrupt the American political process. Yet when it came to confidential human source reporting about Joe Biden, Hunter Biden, and Ukraine, the FBI suddenly became obsessed with the possibility of foreign manipulation. It applied a completely different standard. With Trump, it was willing to believe unverified allegations. With Biden, it was willing to dismiss credible, non-corroborated claims as enemy propaganda. The asymmetry suggests something far more troubling than mere bureaucratic inconsistency: it suggests that the FBI’s decision-making was influenced by political considerations rather than by an impartial search for the truth. An agency that is supposed to be blind to politics had, in effect, chosen sides. And in doing so, it did not just harm the targets of its suspicion; it undermined the integrity of the entire intelligence community.
The newly released materials also reveal the operational scale of Round River and the fingerprints of official bias. FBI Director Kash Patel, in a letter obtained by Just the News, said he immediately disbanded the Foreign Influence Task Force upon taking office and has been internally investigating its past work. Patel also promised to provide the White House Government Transparency Task Force with source reporting from all 53 sources identified by Round River, noting that at least 14 of those sources had provided derogatory information about Joe Biden. That number alone shows how much raw intelligence was being pushed aside. A six-page spreadsheet released as part of the Round River documents lists 76 subjects of interest, many of whom became central figures in the Biden family influence-peddling saga and the impeachment proceedings. The spreadsheet divided the world into two categories: “conduits” and “targets” of Russian disinformation. Former Trump lawyer Rudy Giuliani, right-leaning media outlets like Fox News, and Republican officials including former Attorney General Bill Barr, former Secretary of State Mike Pompeo, and senators Chuck Grassley, Ron Johnson, Lindsey Graham, along with Representatives Jim Jordan and Devin Nunes, were all marked as conduits. Meanwhile, Democrats and their allies, including Joe Biden, Hunter Biden, Hillary Clinton, Barack Obama, and George Soros, were listed as targets, victims of a hostile influence operation. The spreadsheet’s stated purpose was to identify candidates for “defensive briefings,” which are supposed to be warnings given to people who may be foreign targets. But as Grassley and Johnson told the Department of Justice’s inspector general, the FBI’s briefing with them in 2020 felt less like a protective warning and more like “a political trap,” conducted under pressure from Democratic leadership. The Round River team gave defensive briefings to any member of Congress who obtained reporting related to the “Ukraine narrative,” weaponizing a routine intelligence tool to silence lawmakers who dared to investigate.
What makes the Round River revelations so deeply disturbing is not simply that the FBI engaged in a secret operation, but that the operation was designed to shield a powerful political family from scrutiny while the same institution moved aggressively against its political opponents. The documents show an intelligence agency that had learned the language of disinformation well enough to turn it inward, using it as a cudgel against inconvenient facts. The ODNI summary admits that the Round River team did not corroborate any of the allegations it dismissed. It did not need to. The label itself was the message. This is the opposite of the FBI’s duty, which is to investigate facts, follow evidence, and protect the public from foreign influence, not to decide which facts are safe to believe. The release of these documents by the White House is a step toward transparency, but it is only the beginning. Patel’s promise to release the source reporting from all 53 sources suggests there is far more to come, and the American people deserve to see it all. Who ordered the creation of Round River? Who approved the alteration of confidential source files? How high up did the political pressure go? Why were some of the most experienced informants discarded so casually? And what does it say about the broader national security establishment that defensive briefings were so focused on Biden and Ukraine, rather than the full array of foreign threats facing the country? It is a story about the corruption of institutions, the quiet erosion of trust, and the ease with which the machinery of national security can be repurposed for political ends.
