The rapid ascent of artificial intelligence, propelled by the public release of tools like OpenAI’s ChatGPT, has ignited both fascination and apprehension worldwide. While the technology’s potential seems limitless, so too do its potential dangers, particularly in the context of the more than 50 elections taking place globally in 2024. A key concern revolves around AI’s capacity to fuel disinformation campaigns, creating a political minefield for voters attempting to navigate an increasingly complex information landscape. While public awareness of AI is growing, a significant gap remains between perceived understanding and actual knowledge of AI-powered products and services. This discrepancy is crucial, as it underscores the vulnerability of electorates to manipulation and the potential for AI-generated falsehoods to sway public opinion.

Interestingly, citizens in developing economies, arguably more accustomed to rapid technological adoption, report a better grasp of AI than their counterparts in developed nations. Ipsos polling data reveals that these individuals are also more optimistic about AI’s potential benefits, exhibiting less apprehension about its negative impacts. This contrasting perspective may stem from the transformative role technology has played in these societies, fostering a sense of adaptability and openness to innovation. However, across the globe, there is a shared recognition of the threat posed by disinformation, regardless of its origin. This shared concern highlights the universal understanding of the destabilizing potential of false information, particularly in the context of democratic processes.

The gravity of this threat is amplified in countries with lower rankings on the UN’s Human Development Index (HDI). Citizens in these nations express heightened anxiety about the impact of disinformation on their elections compared to those in high-HDI countries like the United States and EU member states. This disparity may reflect a greater vulnerability to misinformation due to factors like limited access to reliable information sources, lower levels of media literacy, or pre-existing social and political tensions. Ironically, individuals in emerging economies often express greater confidence in their own ability to discern real from fake news than they do in the average person’s ability within their country. This suggests a complex interplay of individual confidence and collective anxiety regarding the pervasive nature of disinformation.

The link between AI and disinformation in elections is already firmly established in the public consciousness. Over 60% of those surveyed by Ipsos in spring 2023 expressed concern that AI could facilitate the creation of realistic fake news articles and images. This widespread apprehension reflects an understanding of AI’s potential to blur the lines between reality and fabrication, making it increasingly difficult for voters to distinguish truth from falsehood. Suspicions also extend to the potential misuse of AI by news organizations and political parties, particularly in generating targeted political ads. This underscores the need for transparency and accountability in the use of AI during elections to maintain public trust and ensure fair democratic processes.

A prevailing sense of pessimism about the future impact of AI is evident in global polling data. Many believe that AI will exacerbate the spread of online falsehoods, with deepfakes – manipulated images, videos, and audio clips – emerging as a significant concern. The potential for deepfakes to manipulate public opinion and erode trust in political figures is particularly alarming, especially in politically polarized environments where such content can easily be weaponized. This widespread anxiety underscores the urgency of developing effective strategies to combat the spread of deepfakes and educate the public about their deceptive nature.

The upcoming US presidential election serves as a crucial testing ground for the impact of AI on electoral processes. Given the nation’s deep political divisions and advanced technological capabilities, the potential for AI-powered disinformation campaigns is substantial. The outcome of the US election will likely influence how AI is employed in elections worldwide, setting a precedent for future campaigns. Despite the existing political polarization, Americans share a widespread distrust of online information and anticipate an increase in misinformation leading up to the election. Skepticism towards AI-powered chatbots is also high, with limited interest in using these tools for political information gathering. The public largely holds tech companies responsible for preventing the spread of AI-generated election-related disinformation, emphasizing the need for industry self-regulation and proactive measures to combat misuse.

Global polling data consistently reveals a dual concern: apprehension towards AI tools like ChatGPT and anxiety about the prevalence of disinformation in elections. While these anxieties are palpable, the extent to which AI-generated disinformation will tangibly impact the 2024 elections remains uncertain. This uncertainty underscores the need for ongoing research and analysis to understand the evolving dynamics of AI and disinformation and to develop effective mitigation strategies to safeguard the integrity of democratic processes worldwide. The challenge lies in harnessing the potential benefits of AI while mitigating its potential harms, ensuring that this transformative technology serves to enhance, rather than undermine, democratic values.
