An arms race over disinformation: using AI to detect AI

The holiday season should be a time of joy and festive cheer, but last winter, a dark cloud of misinformation threatened to overshadow Europe’s beloved Christmas markets. Social media platforms, the modern-day town squares, were buzzing with alarming videos and images. People shared what looked like scenes of chaos, claiming that “radical Islamists” were invading these cherished Christian traditions. One video supposedly showed a disruption at the Brussels Christmas market’s opening, while a stark photo depicted a market under heavy security, implying an imminent threat. The message was clear and unsettling: our traditions are under attack. Yet, beneath the surface of these viral posts lay a different, much less sensational truth. The supposed disruptions were actually peaceful demonstrations, their context weaponized for a digital narrative of fear. The intimidating photo? A complete fabrication, born from the algorithms of artificial intelligence. What appeared utterly convincing at first glance was, in fact, either deeply misleading or an outright lie. This wasn’t just a few isolated hoaxes; it was a stark realization that we’ve entered a new, bewildering information age where discerning fact from fiction has become an uphill battle.

The data confirms this unsettling reality. A recent European Commission survey revealed that a staggering two-thirds of respondents had encountered disinformation or fake news in just the past week. With advancements in AI, anyone with a computer can now conjure incredibly realistic images, voices, and texts, blurring the lines of reality. This technological leap has made it exponentially harder for the average person to tell what’s legitimate and what’s manipulated. This alarming trend spurred a multinational group of researchers and media experts, backed by EU funding, to confront this digital wildfire head-on. Their strategy was audacious: fight fire with fire, using AI to combat AI-generated deception. This initiative, named AI4Media, brought together experts from universities, media organizations, and technology companies in 2020. Their mission was clear: develop sophisticated AI tools that could help journalists and fact-checkers quickly and reliably verify digital content. As Yiannis Kompatsiaris, research director at the Centre for Research & Technology Hellas (CERTH) and AI4Media coordinator, emphasized, “There is an urgent need to develop AI techniques for the media sector.” He pointed out that AI has dramatically lowered the bar for creating compelling fake content. Now, anyone with access to generative AI can produce fabricated images, clone voices, or craft realistic-sounding news articles, which social media then amplifies globally in mere moments. This creates a relentless cycle where we’re constantly trying to understand and catch up with the latest technological deceptions.

The problem, as Kompatsiaris elaborated, is that when a fake story is accompanied by realistic images, it becomes far easier to believe and even more tempting to share, precisely because such content tends to generate higher engagement. The AI4Media team tackled this by building verification tools specifically designed to integrate seamlessly into newsroom workflows. Leading media organizations like Deutsche Welle in Germany and VRT in Belgium put these tools to the test in real-world scenarios. Akis Papadopoulos, a researcher at CERTH who worked on the project, described the technology as a crucial “first line of defense.” He stressed that it’s not meant to replace human judgment but rather to flag potentially manipulated content quickly, noting that “fact-checkers and journalists face suspicious images every day.” Equipping journalists across Europe and the globe with tools to swiftly identify suspicious material is paramount in this information war. The independent, EU-funded European Digital Media Observatory, which monitors disinformation campaigns across all EU countries, has confirmed a steady increase in AI-generated disinformation in recent months. This isn’t just about isolated hoaxes anymore; it’s about coordinated campaigns that can sway elections, distort public discourse, and chip away at trust in fundamental institutions.

The battle against disinformation isn’t just about spotting manipulated content; it’s also about understanding the intricate web of its spread. Who amplifies these narratives? How do they evolve over time? Are these campaigns coordinated? These questions are just as critical. Riccardo Gallotti, head of the Complex Behavior Unit at Fondazione Bruno Kessler (FBK) in Trento, Italy—a research center renowned for its work in digital innovation and AI—articulates this challenge perfectly: “We are in a continuous loop of trying to be able to understand and catch up with the latest technology.” In a complementary EU-funded project to AI4Media, called AI4Trust, FBK teamed up with universities and media organizations across Europe to analyze the broader dynamics of online disinformation. Partners included Euractiv in Belgium, Sky Italia, and esteemed fact-checking services like Maldita.es in Spain, Ellenika Hoaxes in Greece, and Demagog in Poland. While AI4Media focused on detecting manipulated media and embedding verification tools into newsrooms, AI4Trust built a hybrid human-machine system to monitor and analyze disinformation at a massive scale. Their platform tracks numerous social media and news sites in near real-time, employing advanced AI algorithms to process multilingual content, from text to audio and images. Given the overwhelming volume of online material, the system acts as a crucial filter, identifying and flagging posts with a high probability of being fake. Professional fact-checkers then meticulously review this material, and their verified assessments are fed back into the system, continuously refining its performance. These two projects, one focusing on detection and the other on dissemination, are like two sides of the same coin, offering both the microscopic detail and the wide-angle perspective needed to comprehend and counteract AI-powered disinformation effectively.

The irony of using AI to detect AI is not lost on the researchers; it’s a serious and increasingly urgent endeavor. As Kompatsiaris aptly puts it, “It is indeed funny, but it’s like an arms race.” Generative AI models are evolving at an astonishing pace. When AI4Media first began, tools like ChatGPT were still in their nascent stages. Since then, the quality and realism of AI-generated content have taken monumental leaps. Papadopoulos acknowledges that “we have entered a new era where the acceleration is hard for the human mind to keep up with.” His conclusion is stark: “To keep up with AI, you need to be using AI.” As generative models grow more powerful, detection systems must constantly adapt. This continuous evolution has been one of the most significant challenges for the researchers. “The technology has progressed so fast that it’s difficult even for us as researchers to keep up,” Papadopoulos explained. “We had to continuously update our models to detect newly generated images.” The team has automated parts of the verification process and regularly retrains their systems. However, staying ahead in this arms race demands persistent investment—both in groundbreaking research and in supporting the media sector that relies on these critical technologies to uphold truth.

Ultimately, technology, no matter how advanced, isn’t the sole answer. As Kompatsiaris wisely asserts, “We need tools, but we also need policies and rules,” alongside public awareness. The European Union is tackling this multi-faceted challenge head-on. Under the Digital Services Act, massive online platforms are now mandated to assess and mitigate systemic risks, including the unchecked spread of disinformation, and to increase transparency about their operational systems. Furthermore, the Artificial Intelligence Act introduces crucial transparency obligations for certain generative AI systems, explicitly requiring the labeling of AI-generated content. A draft Code of Practice on transparency for AI-generated content also aims to encourage clearer disclosure and watermarking standards, serving as a guideline for responsible AI use. Protecting independent journalism is another cornerstone of these efforts. The European Media Freedom Act establishes safeguards to ensure that professional media content is recognized and protected across major online platforms. This means large platforms must notify recognized media outlets before removing journalistic content and provide clear reasons, allowing organizations time to respond. The goal is to prevent legitimate reporting from being arbitrarily taken down. Collectively, these measures form a comprehensive shield: cutting-edge technology for detecting manipulation, robust regulation to enhance transparency and accountability, and vital safeguards to protect responsible journalism. Yet, paramount among all these layers is public awareness. As Kompatsiaris concludes, emphasizing the holistic nature of the fight, “There is no single solution. We need a combination of AI tools, transparency, regulation and awareness if we want to be more effective against disinformation.” This ongoing research, funded by the EU’s Horizon Programme, is a vital step in navigating this complex information landscape, reminding us that knowledge and vigilance are our strongest defenses against the deceptive tides of AI-powered misinformation.
