Government Denies Allegations of Missing Trillions, Blames Opposition for Misinformation
KINGSTON, Jamaica – The Jamaica Labour Party (JLP) administration has vehemently denied accusations of missing or unaccounted-for funds, dismissing them as "mischief and blatant lies" propagated by the opposition People’s National Party (PNP). The controversy stems from allegations that trillions of Jamaican dollars allocated to various government ministries remain unaudited and effectively “missing.” The JLP contends that these funds are not missing, but rather part of an ongoing issue dating back to 2012/2013, during the PNP’s previous tenure, where certain expenditures were not subjected to external audits by the Auditor General.
JLP Communication Taskforce spokesperson, Marlon Morgan, addressed the allegations in a press release, accusing the PNP and its allies in civil society of spreading misinformation. He explained that each ministry receives an annual budgetary allocation approved by Parliament, and is legally required to prepare an Appropriations Account at the end of each financial year, detailing expenditures against the approved budget. This account must then be submitted to the Auditor General for audit within four months of the financial year’s end in March.
Morgan acknowledged that some ministries have yet to finalize their Appropriations Accounts for auditing, but insisted that no public funds are missing. He emphasized the government’s “rigorous accounting procedures and protocols,” alongside systemic checks and balances, including mandatory payment vouchers and supporting documentation for every expenditure, as safeguards against misappropriation. He assured the public that these measures guarantee the integrity of public funds.
The JLP attributes the delay in finalizing and auditing the Appropriation Accounts to capacity issues within the ministries. However, Morgan assured the public that Prime Minister Andrew Holness’ administration is actively addressing the problem. Ministries have been instructed to prioritize the completion and submission of their Appropriations Accounts for audit by the Auditor General. The government acknowledges the need for timely completion of these accounts and is committed to resolving this longstanding issue, he added.
The JLP has categorically denied any wrongdoing, reiterating that no public funds are missing or unaccounted for. They have characterized media reports and commentary suggesting otherwise as false and irresponsible, pointing to the historical context of the unaudited accounts originating during the previous PNP administration. The party insists that they are working diligently to rectify the delays and ensure full transparency in the management of public funds.
The government’s response has been met with skepticism by some members of the opposition and civil society groups, who are calling for a full and independent investigation into the matter. They argue that the delayed audits raise serious concerns about financial accountability and transparency within the government. The PNP has called for a parliamentary inquiry into the matter, while several civil society organizations have demanded the immediate release of all outstanding Appropriation Accounts. The controversy continues to fuel public debate about fiscal responsibility and the government’s handling of public funds.
