New York State Reassures CDPAP Participants About Upcoming Transition to Single Fiscal Intermediary
ALBANY, N.Y. – New York State is undertaking a significant shift in the administration of its Consumer Directed Personal Assistance Program (CDPAP), transitioning to a single fiscal intermediary, Public Partnerships LLC (PPL), effective April 1st. This move has generated concerns among program participants, prompting the New York State Department of Health (DOH) to launch a comprehensive public awareness campaign to address anxieties and dispel misinformation surrounding the change. The core message: services will continue uninterrupted, and participants need not reapply for eligibility.
The DOH has released a public service announcement featuring State Health Commissioner Dr. James McDonald directly addressing New Yorkers enrolled in CDPAP. In the video message, Dr. McDonald emphasizes the continuity of care, assuring participants that the transition is designed to enhance the program’s strength and protect both home care users and their caregivers. He underlines that the transition will not impact eligibility criteria, and individuals currently receiving care through CDPAP will retain their services without interruption.
This transition marks a significant restructuring of CDPAP’s administrative framework. Previously, multiple fiscal intermediaries managed the program, leading to inconsistencies and potential complexities. The shift to a single fiscal intermediary, PPL, aims to streamline operations, improve efficiency, and ensure timely payments to caregivers. This consolidated approach is expected to create a more standardized and predictable experience for both those receiving care and those providing it.
The DOH has partnered with PPL and a coalition of community-based home care providers, including 11 Independent Living Centers (ILCs), to facilitate a smooth transition. This collaboration aims to ensure the transition prioritizes the needs of CDPAP participants and maintains the high quality of care they are accustomed to.

Alternatively, they can access the online portal, PPL@Home, via the PPL website at pplfirst.com/cdpap. For those preferring in-person guidance, PPL and other approved CDPAP facilitators, including ILCs, are available to assist with the registration process.
