AI’s Shadow Over the 2024 US Election: A Looming Threat of Disinformation

The 2024 US presidential election brought into sharp focus the escalating potential of artificial intelligence (AI) to not only blur the lines between fact and fiction but also empower malicious actors to disseminate disinformation on an unprecedented scale. As social media platforms like Facebook, Instagram, TikTok, and Snap braced themselves for the onslaught of election-related misinformation, they poured significant resources into bolstering their content moderation efforts. However, the concurrent wave of tech layoffs paradoxically weakened these very safeguards, leaving these platforms vulnerable to the very threats they sought to combat.

Despite these challenges, some of the largest social media companies reported notable successes in their fight against misinformation. Meta, for instance, claimed that AI-generated content constituted less than 1% of the overall political, election, and social misinformation circulating on its platforms. This achievement underscores the effectiveness of their substantial investments in election safety and security, amounting to over $20 billion since 2016. TikTok similarly committed significant resources, projecting an expenditure of approximately $2 billion on trust and safety measures by the end of 2024, including initiatives specifically targeted at ensuring election integrity.

However, the landscape of online misinformation proved to be far more complex and insidious than initially anticipated. Research conducted by Microsoft revealed a surge in cyber interference attempts originating from Russia, China, and Iran in the lead-up to the November election. A more pervasive and concerning trend emerged in the form of manipulated deepfakes, featuring political figures in fabricated scenarios. These sophisticated manipulations often bypassed content filters, effectively blurring the lines between reality and fabrication. This vulnerability was highlighted by a BBC investigation in June, which exposed TikTok’s algorithms inadvertently recommending deepfakes and AI-generated videos depicting global political leaders making inflammatory statements – a chilling testament to the potential of AI to amplify disinformation.

The proliferation of AI-generated misinformation carried significant stakes, particularly given the increasing reliance on social media as a primary source of news, especially among younger demographics. According to the Pew Research Center, 46% of adults aged 18 to 29 turn to social media for their political and election news. This reliance is particularly alarming considering that only 9% of individuals over the age of 16 express confidence in their ability to identify deepfakes within their social media feeds, according to Ofcom. This stark contrast underscores the susceptibility of the electorate to manipulated content and the urgent need for improved media literacy and detection mechanisms.

The challenge extended beyond user-generated misinformation, encompassing instances where AI chatbots themselves became unwitting sources of false information. In September, xAI’s Grok chatbot briefly responded to election-related inquiries with inaccurate information regarding ballot deadlines, highlighting the potential for even seemingly neutral AI systems to inadvertently contribute to the spread of misinformation. This incident emphasized the critical need for rigorous testing and validation of AI systems, especially those designed to interact with the public on sensitive topics such as elections.

In the aftermath of the 2024 election, the sustainability of the heightened focus on content moderation remains uncertain. TikTok’s decision to replace human moderators with automated systems casts a long shadow on the future of online safety. If other platform owners follow suit, prioritizing AI development over content moderation teams, the risk of AI-generated misinformation becoming a pervasive and constant threat to users will only intensify. This shift raises fundamental questions about the responsibility of social media platforms to safeguard their users from the potential harms of AI-driven disinformation and the long-term implications for the integrity of democratic processes. The 2024 election served as a stark reminder of the urgent need for ongoing vigilance, robust regulatory frameworks, and collaborative efforts to counter the evolving threat of AI-powered misinformation.
