The PNR is actively working on re-establishing the railway connection between Calamba and Legazpi, with the aim of reopening the train service before the end of 2025. While the exact date remains unconfirmed, the PNR’s efforts focus on reviving the historic “Bicol Express” railway, a project known as the South Long Haul project. This ambitious undertaking faces significant hurdles, particularly in securing the necessary funding. The initial P142-billion contract with Chinese contractors, signed in 2022, has encountered roadblocks due to stalled loan negotiations between the Philippines and China.

According to DOTr Undersecretary Jeremy Regino, the inadequate funding allocated in the 2025 General Appropriations Act poses a significant challenge in acquiring the necessary right-of-way for the railway.
