Captain Matt Christensen of the Fargo Police Criminal Investigations Division, with a tone that conveys both gratitude and determination, acknowledges the collaborative efforts of multiple agencies and assures the public that investigations are ongoing to trace the calls’ origins and identify the culprits. However, the true picture of this widespread problem paints a much grimmer reality. The Educator’s School Safety Network, a national non-profit dedicated to tracking threats, reveals a staggering 124 swatting incidents at schools during the 2024-2025 school year alone. While this number represents a significant 72% decrease from a peak two years prior, Dr. Amy Klinger, Director of Programs at the Network, warns that these figures, based solely on media reports, likely understate the true scope. She explains that swatting has become so depressingly common that many incidents no longer even make the news, blending into the background of a distressing new normal. The sheer volume of these false alarms, particularly post-pandemic, has created an environment where communities are perpetually on edge, and the resources of first responders are stretched thin.

The cynical appeal of swatting, as Dr. Klinger explains, lies in its devastating effectiveness. It’s a low-effort, high-impact act that masterfully creates chaos, fear, and anxiety, leaving a trail of emotional distress in its wake. Beyond the immediate terror, these hoaxes consume an immense amount of resources—from law enforcement and emergency services to school personnel—diverting them from genuine crises and critical daily duties. Most insidiously, swatting erodes the fundamental sense of safety and sanctuary that schools are meant to embody. When a swatting call comes in, the response is not just immediate but also all-consuming. Dr. Klinger vividly describes the initial minutes: “you have a very aggressive multi-agency response. You have law enforcement, you have fire, you got EMS, you got school, you have everybody dropping everything that they are doing to respond to this incident.” This surge of activity creates a “mass consumption of resources very quickly,” a powerful testament to the destructive power of a single, deceptive phone call.

The lingering cost of these malicious acts extends far beyond the initial high-adrenaline response. Even after authorities confirm there’s no actual threat, the journey back to normalcy is arduous, if not impossible, within the same day. Dr. Klinger notes, “Even in that 90-minute window, you’re not going back to normal, you’re not at the end of 90 minutes resuming 3rd period algebra.” The emotional and psychological toll on students, teachers, and parents is profound. Schools often close, parents are justifiably upset and worried about their children’s safety, and the lingering presence of law enforcement on scene can prolong the tension. The total drain on resources—financial, personnel, and instructional—is immense. Imagine the hours lost in education, the overtime for first responders, the emotional counseling needed for affected students and staff. “You’re really consuming a lot of resources for a really long period of time, for something that was in no way even remotely true,” Dr. Klinger emphasizes, highlighting the disproportionate damage inflicted by these fabrications.

The question of who is behind these calls reveals a complex and often unsettling picture. While regional swatting incidents, especially those targeting multiple districts simultaneously, often point to sophisticated external actors, sometimes even those operating from overseas, Dr. Klinger stresses the importance of quantifying them as “an attack.” This phrasing underscores the malicious intent and criminal nature of these hoaxes, which are far from harmless pranks. However, the threat isn’t always from distant, shadowy figures. In a smaller number of cases, the caller has a direct connection to the school—it could be a disgruntled student, a former employee seeking revenge, or someone within the community with a personal grievance. This internal threat adds another layer of complexity, making identification and prevention even more challenging for school administrators and law enforcement.

Given the pervasive nature of swatting, preparedness is no longer an option but an absolute necessity. Dr. Klinger advises schools that while swatting incidents tend to spike at predictable times—the beginning of the school year, just before holiday breaks, and in April—they must never assume immunity. “It’s really difficult to predict when you’re going to have them, what time of year, but here’s what you can predict: you’re going to have them,” she asserts with unwavering certainty. This means schools cannot afford to simply hope for the best; they must proactively anticipate and prepare for such events. Child safety advocates echo this sentiment, urging parents to engage in open conversations with their children. These discussions, while sensitive, are crucial for reassuring kids that schools and law enforcement have robust safety plans in place, and empowering them to speak up if they ever hear about a threat, real or imagined. Fargo Public Schools Superintendent Dr. Cory Steiner’s swift activation of an incident command center during the lockdown and effective communication with parents once buildings were secure, serves as a testament to the crucial proactive measures that are now an integral part of maintaining safety and order in our schools.
