TikTok’s Election Integrity Under Scrutiny: Platform Fails to Detect Overt Disinformation in Ad Test

A recent investigation has cast a shadow over TikTok’s commitment to safeguarding democratic processes, revealing significant vulnerabilities in its ability to detect and prevent the spread of election disinformation. The investigation involved submitting a series of politically charged advertisements to TikTok, including content containing blatant disinformation and calls to violence. Alarmingly, a substantial portion of these ads, which should have been immediately flagged and rejected according to TikTok’s own policies, slipped through the platform’s screening processes. This failure raises serious concerns about the platform’s preparedness to combat the sophisticated and insidious tactics often employed in real-world disinformation campaigns. The findings come at a particularly sensitive time, as TikTok faces scrutiny over reported staff reductions in safety and content moderation teams.

The investigation targeted TikTok due to its immense global reach and the potential for its platform to be exploited for malicious purposes, particularly during elections. Under EU law, large online platforms like TikTok are obligated to mitigate the risk of election interference and respond swiftly to attempts to manipulate their services to undermine democratic processes. Guidance issued by the EU specifically urges platforms to proactively address disinformation campaigns and information manipulation designed to suppress voter turnout. The results of the investigation, however, suggest a significant gap between TikTok’s stated policies and their effective implementation.

The test conducted on TikTok’s advertising system employed easily identifiable disinformation and calls to violence, presenting what should have been a straightforward challenge for the platform’s content moderation system. Remarkably, a significant number of these ads were approved, indicating a worrying inability to detect even the most overt forms of harmful content. This failure is particularly concerning given TikTok’s ban on all political advertising, a policy intended to prevent the platform from becoming a conduit for political manipulation. The fact that disinformation and calls to violence bypassed this blanket ban exposes a critical weakness in TikTok’s safeguards and suggests a need for urgent improvements to its content review processes.

The timing of these findings coincides with reports of impending layoffs at TikTok, including staff responsible for content moderation and platform safety. These reported cuts, which reportedly affect at least 125 employees in the UK alone, raise further concerns about the platform’s commitment to effectively combating harmful content. Reducing resources dedicated to content moderation, especially in the face of evidence highlighting vulnerabilities in the platform’s defenses, sends a troubling message about TikTok’s priorities. Experts argue that adequately resourcing content moderation efforts, providing fair wages and support for moderators, and maintaining transparency about platform policies are crucial to ensuring a safe and democratic online environment.

To address the identified shortcomings and bolster its election integrity safeguards, the investigation calls on TikTok to implement several critical measures. Firstly, TikTok must adequately resource its efforts to uphold election integrity globally, ensuring that content moderators are fairly compensated, provided with psychological support, and permitted to unionize. These measures are essential for creating a sustainable and effective content moderation workforce. Secondly, TikTok needs to robustly enforce its policies on election-related disinformation for both organic content and paid advertisements, paying particular attention to periods before, during, and after elections. This requires a comprehensive approach that combines automated tools with human review to effectively identify and remove harmful content.

Finally, TikTok must enhance transparency by publishing detailed information about the steps it has taken to ensure election integrity, broken down by country and language. This transparency will allow researchers, policymakers, and the public to assess the effectiveness of TikTok’s efforts and hold the platform accountable for its performance. In response to the investigation’s findings, a TikTok spokesperson acknowledged that the submitted ads violated their policies and initiated an internal investigation into the failure of their systems. They reiterated their commitment to preventing the spread of harmful misinformation and protecting the integrity of civic processes. However, the investigation’s results underscore the need for concrete actions to translate these commitments into effective practice. The ability of demonstrably false and harmful content to penetrate TikTok’s defenses highlights the urgent need for the platform to strengthen its safeguards and invest in robust content moderation practices to protect democratic processes and ensure user safety.
