John Mark Dougan: 2024 Disinformer of the Year – A Deep Dive into Russian Disinformation Tactics

The year 2024 witnessed a deluge of disinformation campaigns targeting elections in over 60 countries. From fabricated narratives about Haitian dietary habits to AI-generated imagery depicting Hurricane Milton’s devastation of Disney World, falsehoods spread rapidly online. However, one disinformation operation stood out for its sheer scale, audacity, and reach: the campaign orchestrated by John Mark Dougan, a former Florida sheriff turned fugitive residing in Moscow. NewsGuard, a company that assesses the credibility of news websites, has designated Dougan as its 2024 Disinformer of the Year, highlighting his significant role in spreading Kremlin-backed propaganda.

Dougan’s disinformation tactics are sophisticated and multifaceted. He operates a network of over 170 websites disguised as local news outlets, disseminating fabricated stories that have garnered over 67 million views. These narratives have seeped into mainstream political discourse, even influencing discussions in the U.S. Congress. Dougan is linked to the Russian influence operation known as Storm-1516, an offshoot of the Internet Research Agency, a notorious Russian troll farm. His disinformation efforts have drawn the attention of U.S. authorities, culminating in sanctions against his alleged boss, Valery Korovin, and Korovin’s Moscow-based Center for Geopolitical Expertise. The sanctions cite tactics mirroring Dougan’s signature style: the creation of fake news websites and baseless accusations targeting political figures.

Despite consistent denials of any Kremlin ties, Dougan’s actions paint a different picture. He has appeared on Russian state television boasting about the impact of his disinformation campaign, claiming credit for influencing U.S. congressional decisions on funding for Ukraine. Investigations by The Washington Post revealed Dougan’s financial ties to the GRU, Russia’s military intelligence service, confirming his role in a GRU-funded AI server operation managed by Korovin and Dougan. Although Dougan denies knowing Korovin, they have made numerous joint public appearances, including a Russian parliamentary hearing where Dougan testified about alleged U.S. bioweapons labs in Ukraine, a narrative that later served as a pretext for Russia’s invasion.

Dougan’s disinformation has not only influenced Russian state narratives but has also found troubling resonance within U.S. political circles. Prominent figures like Representative Marjorie Taylor Greene and then-Senator J.D. Vance echoed Dougan’s fabricated claims about Ukrainian President Zelensky misusing U.S. aid. These instances demonstrate the insidious effectiveness of Dougan’s strategy, which leverages his American background and former law enforcement credentials to lend credibility to Kremlin propaganda. This tactic, combined with the use of seemingly legitimate local news platforms, allows disinformation to bypass traditional media scrutiny and reach wider audiences.

Dougan’s approach exemplifies the evolution of Russian disinformation tactics. He presents himself as a citizen journalist and whistleblower, mimicking the persona of Edward Snowden to gain public trust. This strategy normalizes the use of dubious whistleblowers in disinformation campaigns, blurring the lines between legitimate investigative journalism and manipulative propaganda. Dougan’s history of creating fake news websites targeting Florida sheriffs foreshadowed the rise of "pink slime journalism," a practice of disguising political propaganda as local news. While Dougan may not have invented these tactics, he has refined and popularized them, creating a blueprint for future disinformation campaigns.

Dougan’s American identity and understanding of U.S. political discourse have provided the Kremlin with a crucial advantage in disseminating its propaganda. His disinformation campaigns have reached a global audience, translated into 16 languages and cited thousands of times on social media. With the conclusion of the 2024 U.S. elections and the dismantling of his U.S.-based fake news network, Dougan has shifted his focus to Germany’s upcoming elections. He is suspected of being behind an AI-generated video featuring a fabricated sexual abuse allegation against Robert Habeck, a prominent German politician. This, along with other disinformation efforts targeting Germany, demonstrates that Dougan’s strategy remains a potent threat to democratic processes worldwide. His continued activity underscores the urgent need for vigilance against evolving disinformation tactics and the importance of holding individuals like Dougan accountable.
