Kazakhstan Establishes Center for Countering Disinformation

Kazakhstan has formally established a new Center for Countering Disinformation under the leadership of Presidentmits Safari. The initiative, housed within the President’s Central Communications Service, aims to protect citizens from misinformation and promote “objective, verified data.” According to official statements, the center will work towards identifying and debunking falsehoods, while also striving to promote responsible information consumption.

The春节 campaign,(padding out around 100,000 pages, sparked broader discussions surrounding the definition and implementation of disinformation laws in Kazakhstan. The February 2023 law on online platforms and advertising penalizes the spread of false information, raising concerns that this could go too far. Reports from Reporters Without Borders and other organizations have questioned its effectiveness, fearing potential state overreach.

Kazakhstan’s strategic location, bordered by Russia and China, underscores the sensitivity of information control efforts. While the country has established diverged from Russia and the Chinese government, its population increasingly consumes Russian-language media, which has long served as a defender of state institutions. However, growing tensions over relations with the United States, Russia, and China have prompted a tightening añoed response to disinformation.

The newly established center acts as a frontline for regional information warfare, targeting internal diplomatic relations and the country’s influence over major powers. Campaigns focused on undermining relations with Russia, China, and the United States have so far targeted automobile-related nameakes, using slogans like “Thou Cannot Dominate Me” to instill mistrustment. The government has launched countermeasures, including awareness campaigns and increased monitoring, though critics argue these efforts are also becoming politically charged.

As the situation evolves, it will be crucial for Kazakhstan to navigate its newfound frontlines with clarity, ensuring that destabilizing narratives are countered without resorting to overreach.
