U.S. Disrupts Russian AI-Powered Disinformation Campaign

The U.S. Department of Justice announced a major disruption of a sophisticated Russian disinformation campaign, seizing two internet domains and executing a search warrant on 968 social media accounts linked to an AI-enhanced bot farm. This operation, a collaborative effort involving the FBI, Cyber National Mission Force, and international partners from Canada and the Netherlands, exposed a complex network designed to spread pro-Russian propaganda and manipulate public opinion in the U.S. and abroad. The bot farm leveraged artificial intelligence to create convincing fake profiles, often posing as American citizens, to disseminate narratives aligned with Kremlin objectives. This marks the first instance of U.S. action against a foreign government’s use of generative AI to power a disinformation bot farm.

The investigation revealed a sophisticated operation orchestrated by a former deputy editor-in-chief at RT, a Russian state-run media outlet. Seeking alternative channels for disseminating propaganda beyond traditional broadcasts, this individual spearheaded the development of the bot farm software. With funding and approval from the Kremlin, a Russian FSB officer subsequently established a private intelligence organization, incorporating RT employees, to manage and deploy the bot farm. This organization, masked as a private entity, served as a front for the FSB to amplify disinformation and advance Russian government interests.

The bot farm’s activities included posting fabricated content on social media platform X (formerly Twitter), pushing narratives supportive of Russia’s war in Ukraine and challenging geopolitical norms. Examples include fake U.S. constituents engaging with political candidates about the Ukraine conflict, promoting videos of President Putin justifying Russia’s actions, and spreading misinformation about foreign fighters in Ukraine. These posts aimed to sow discord, manipulate public discourse, and influence U.S. citizens’ perceptions of international events.

Crucially, the operation relied on U.S.-based domain names, "mlrtr.com" and "otanmail.com," to register the fictitious social media accounts. The bot farm creators used these domains to establish email servers, essential for creating and managing the fake profiles. This use of U.S. infrastructure constitutes a violation of the International Emergency Economic Powers Act, while the associated financial transactions represent breaches of federal money laundering laws. The Justice Department’s seizure of these domains effectively cripples the bot farm’s ability to generate new fake accounts and further its disinformation campaign.

The Justice Department’s success in disrupting this operation stems from close collaboration with international partners and private sector entities, notably X Corp. The joint cybersecurity advisory issued by the FBI, CNMF, and international agencies offers crucial technical details on the bot farm’s AI-driven systems, enabling social media platforms and researchers to identify and proactively counter similar future threats. X Corp’s cooperation, including the voluntary suspension of identified bot accounts, significantly contributed to the operation’s effectiveness. This joint public-private approach underscores the importance of collaborative efforts in combating evolving disinformation tactics.

This action signals the U.S. government’s commitment to confronting foreign interference, particularly in the digital realm. As AI technology becomes increasingly sophisticated, so too do the methods employed by malicious actors to spread disinformation and undermine democratic processes. The Justice Department’s swift action serves as a powerful deterrent, demonstrating that the U.S. will actively pursue and disrupt such operations, leveraging both domestic legal authorities and international partnerships. The ongoing investigation promises to further unveil the intricacies of this campaign and hold those responsible accountable, strengthening national security and protecting the integrity of public information.
