Azerbaijan Condemns Disinformation Campaigns and Champions AI-Powered Countermeasures at Stratcom Summit ’24

ISTANBUL – Hikmet Hajiyev, Assistant to the President of Azerbaijan and Head of the Foreign Policy Affairs Department, delivered a forceful condemnation of disinformation campaigns targeting Azerbaijan during his address at the Stratcom Summit ’24 in Istanbul. Speaking on a panel focused on the intersection of artificial intelligence and strategic development, Hajiyev highlighted the persistent challenge of fake news disseminated by Western and Armenian media outlets, particularly concerning the Second Karabakh War, subsequent anti-terror operations, and the upcoming COP29 climate conference. He emphasized Azerbaijan’s commitment to leveraging artificial intelligence as a key tool in combating these disinformation efforts, underscoring the critical need to address this ongoing issue even after the cessation of hostilities in the region. Hajiyev further noted that the issue of disinformation has been raised in ongoing negotiations with Armenia, signaling its significance in the broader context of regional stability and peaceful relations.

The Second Karabakh War, which took place in 2020, witnessed a surge in disinformation and propaganda from various sources, aiming to influence international perceptions of the conflict. Azerbaijan has consistently maintained that it was subjected to a concerted effort to distort the narrative surrounding the conflict and its aftermath. Hajiyev’s remarks at the summit reiterate Azerbaijan’s concerns about the continued propagation of false information, which it views as a threat to its national interests and regional stability. He stressed the importance of countering these narratives through a combination of traditional diplomacy and advanced technological tools, highlighting the role of AI in identifying and debunking disinformation campaigns.

Hajiyev also outlined Azerbaijan’s proactive approach to combating disinformation through the use of artificial intelligence. He explained that Azerbaijan is actively developing and deploying AI-powered tools to monitor, analyze, and counter the spread of false information. These initiatives leverage the power of AI to identify patterns, track the origins of disinformation campaigns, and rapidly disseminate accurate information to counter false narratives. By embracing cutting-edge technology, Azerbaijan aims to strengthen its resilience against disinformation and ensure that its perspective is accurately represented in the international arena. This commitment to utilizing AI reflects the nation’s broader focus on technological innovation as a driver of its future development and strategic objectives.

Beyond the issue of disinformation, Hajiyev took the opportunity to address the strong and multifaceted relationship between Azerbaijan and Türkiye. He highlighted the deep cooperation between the two nations across various sectors, with a particular emphasis on collaboration in the field of artificial intelligence. This partnership, he noted, extends within the framework of the Organization of Turkic States, further solidifying the bonds between Turkic-speaking nations in the region. This collaborative approach to AI development underscores the shared vision of both countries to leverage technology for economic advancement, regional security, and enhancing their respective strategic capabilities.

The Organization of Turkic States provides a platform for enhanced cooperation among member states on issues of mutual interest, including economic development, cultural exchange, and security cooperation. By working together within this framework, Azerbaijan and Türkiye aim to strengthen their ties and promote stability in the region. The shared focus on AI development highlights the recognition of its transformative potential and the commitment to joint efforts in harnessing this technology for the benefit of their respective nations. This collaboration serves as a testament to the enduring partnership between Azerbaijan and Türkiye and their shared vision for a technologically advanced future.

Hajiyev’s participation in the Stratcom Summit ’24 underscores Azerbaijan’s proactive engagement in international forums to address critical issues such as disinformation and to showcase its commitment to leveraging technology for strategic development. His emphasis on AI’s role in countering disinformation and fostering international cooperation highlights the growing importance of this technology in shaping the future of global affairs. By actively participating in these dialogues, Azerbaijan aims to contribute to the development of effective strategies for addressing the challenges and opportunities presented by the rapidly evolving technological landscape. The summit provided a valuable platform for sharing insights and fostering collaboration among nations facing similar challenges, ultimately contributing to a more informed and connected global community.
