The issue of vaccine hiccups remains a structural problem that requires a reversal from traditional vaccine deployment. The key question is, “Under what circumstances are vaccines being deployed in a way that causes more hiccups?” The current problem area is how one deploys vaccines. However, by moving the focus to more inverse problems, a hopefully cleaner solution will emerge.
