Lagos State Takes Aim at Misinformation and Disinformation with New Resilience Intelligence System
Lagos, Nigeria – The Lagos State Resilience Office (LASRO), in collaboration with advisory firm Anderson Nigeria, is spearheading a groundbreaking initiative to combat the pervasive threat of misinformation and disinformation within the state. This collaborative effort aims to develop the Lagos Resilience Intelligence System (LRIS), a comprehensive risk management tool designed to identify, track, and mitigate the spread of false information, recognizing its potential to disrupt livelihoods and undermine societal resilience.
The urgency of this initiative was underscored by Dr. Folayinka Dania, Chief Resilience Officer of LASRO, during the opening ceremony of a workshop dedicated to the development of the LRIS. Dr. Dania, represented by Femi Dada, Head of Urban Planning and Design at LASRO, emphasized the growing challenge posed by misinformation and disinformation in an era dominated by social media. The ease with which unverified information can be disseminated across various platforms necessitates a proactive approach to identify and address this critical risk. The LRIS is envisioned as a vital component of the state’s overall resilience strategy, bolstering its capacity to anticipate, prepare for, and respond to a spectrum of urban challenges.
Lagos State, a vibrant economic hub with a rapidly growing population, faces a complex web of interconnected risks, ranging from economic downturns and flooding to disease outbreaks and inadequate infrastructure. A preliminary resilience assessment conducted in 2019 highlighted these vulnerabilities, prompting the development of the Lagos Resilience Strategy in 2020. This comprehensive strategy outlines a vision, three core pillars, ten goals, and 31 resilience-building initiatives designed to address these challenges. However, LASRO recognized the need for a more dynamic and responsive system to effectively monitor and manage evolving risks, particularly the emerging threat of misinformation.
The LRIS takes a holistic approach to risk management, considering the full range of threats facing Lagos, their interrelationships, and the state’s risk appetite. By establishing clear risk tolerance levels and identifying unacceptable risks, the system aims to provide an early warning mechanism, enabling informed decision-making and proactive mitigation strategies. This proactive stance is essential in a rapidly changing information landscape where misinformation can quickly escalate into crises, impacting public health, safety, and social cohesion.
Utobong Hughes, Senior Manager of Business Advisory Services at Anderson Nigeria, highlighted the collaborative nature of the workshop, bringing together industry experts to analyze the specific risks of misinformation and disinformation in Lagos and develop effective response mechanisms. A key focus of the workshop was identifying the root causes of misinformation and disinformation, including the pervasive influence of social media and the lack of media literacy among certain segments of the population. Hughes emphasized the importance of distinguishing between misinformation, which is the unintentional sharing of false information, and disinformation, which involves the deliberate fabrication and spread of false narratives.
The workshop underscored the need for comprehensive public awareness campaigns to educate citizens about the dangers of misinformation and disinformation. Empowering individuals with the skills to critically evaluate information and identify potentially harmful content is vital in mitigating the impact of these risks.
