When we consider that California has expanded from a modest one thousand megawatts of storage capacity before 2020 to an impressive twenty-one thousand megawatts today, it’s tempting to focus solely on these impressive numbers. However, as Murtishaw points out, the real story lies in the human element, the fears, misconceptions, and understandable concerns that arise when communities face new technologies in their backyards. The state’s pioneering role in energy storage has come with unexpected consequences, as California has become something of a testing ground for understanding both the technical and social challenges of large-scale battery deployment. The growth, while phenomenal by any measure, has brought to light the critical importance of social acceptance and community engagement in advancing clean energy infrastructure at the pace our climate goals demand. Industry leaders have come to recognize that technical excellence and project success mean little if communities don’t trust or understand the benefits these systems provide.

The challenge of local opposition and safety fears has emerged as arguably the greatest obstacle to energy storage growth, creating a paradox where the very technology needed to address climate change faces resistance from communities concerned about their immediate safety. This issue has come into sharp focus in the wake of several high-profile incidents, including fires at the Gateway facility in San Diego County and the Moss Landing facility in Monterey County, which together represent the two largest energy storage fires ever recorded. Murtishaw emphasizes that these incidents, while serious, don’t reflect the current state of the industry or the fundamental safety of the technology. He points to a crucial distinction between the older building-based designs and the modern containerized approach that dominates today’s installations. This difference isn’t just technical detail; it represents a fundamental shift in how we approach fire safety and risk mitigation in an industry that’s still relatively young. The technology has evolved significantly, but public perception has been slower to catch up, creating communication challenges that are just as significant as any engineering obstacle.

Combating misinformation and disinformation has become a full-time job for industry advocates, requiring a proactive approach to public communication rather than simply reacting to incidents after they occur. Murtishaw and his colleagues at CESA have partnered with organizations like American Clean Power to conduct polling, test messages, and develop materials that can help communities better understand the true risks and benefits of energy storage. They face an uphill battle, as evidenced by the challenge of educating local officials about the reality of incidents like the one at Moss Landing. The power of misinformation became clear to Murtishaw when he encountered county supervisors who believed agricultural fields near the plant had been so contaminated that they could no longer produce food, a claim thoroughly debunked by multiple independent studies showing these soils remain safe and productive. This anecdote illustrates how fear and misperception can spread faster than facts, making community engagement one of the most important aspects of advancing energy storage projects in California. The effort to educate must be continuous, creative, and above all, grounded in the understanding that building trust is as important as building batteries.

The safety of modern battery storage systems isn’t just about regulations and best practices; it’s about a fundamental redesign of the technology itself, reflecting lessons learned from early adopters and validation that the current approach is working as intended. Murtishaw points to the crucial distinction between older installations and today’s modern systems. Of the more than three hundred front-of-the-meter storage projects in California, only eleven utilized the indoor building-based configuration, and it’s within that small sample that the largest fires have occurred. In contrast, the containerized approach, which dominates the thousand-plus utility-scale projects installed worldwide, has an extraordinary safety record. Conducting a comprehensive global review, Murtishaw could identify only four instances where fire spread from one container to another, and crucially, not once has a fire ever spread to a third container. This means fires are inherently contained, burning themselves out within hours with minimal environmental or public health implications. It’s a design philosophy that moves beyond just responding to fire, instead focusing on prevention and containment.

The real-world impact of energy storage on grid reliability has been nothing short of demonstrative, marking a pivotal shift in how we approach energy management and resilience, with implications that go far beyond just environmental benefits. The now-famous “duck curve,” once a source of grave concern for grid operators due to the rapid ramp-up of solar power followed by the dramatic evening collapse, has been considerably flattened by the strategic deployment of storage. Moreover, the data is redefining what’s possible. The absence of a single Flex Alert since 2022, the program that was once a common feature of long, hot summer days, is a direct result of the state’s successful scaling of energy storage. Before this, these alerts asking residents to conserve energy were a frequent occurrence. With storage capacity having grown from 1,000 MW to a staggering 21,000 MW since then, the reliability benefits are not just theoretical; they’re measurable and being felt in every home and business across California. The choice is clear: a future powered by reliable, clean, and efficient energy, with storage as the critical backbone.

As the energy storage industry looks to the future, the dual imperatives of continuing to educate the public while relentlessly focusing on improving safety and performance remain as critical as ever. The fundamental message is not about discounting the past incidents, but about understanding how the technology and the industry have evolved. It’s about creating a future where the clean energy transition is not just successful, but equitable, with the benefits of battery storage shared by all communities. The work ahead requires a shared sense of purpose, a commitment to transparency, and the understanding that the energy transition is not just a technological project but a human one. California has largely blazed a remarkable trail, driving costs down and capacity up. Now, the focus is on refining the message and scaling the truth, making sure the entire state is a willing participant in its own clean energy future, and reaping the benefits of a more resilient, reliable, and healthy energy system for generations to come.
