Vengaivayal Water Tank Contamination: Personal Enmity, Not Caste-Based Crime, Concludes CB-CID Investigation

CHENNAI – The Tamil Nadu government has issued a statement urging the public to refrain from spreading misinformation concerning the Vengaivayal water tank contamination incident. Contrary to earlier speculation of a caste-based motive, the CB-CID investigation has concluded that the incident was an act of personal vengeance perpetrated by three individuals against a fellow villager. The government’s press release underscores the importance of relying on factual information and avoiding the dissemination of unfounded rumors that could exacerbate social tensions.

The incident, which occurred on December 26, 2022, involved the contamination of an overhead water tank serving the Scheduled Caste residents of Vengaivayal village with human waste. The discovery sparked outrage and concern, initially prompting allegations of caste discrimination as the driving force behind the act. The initial police investigation, registered at the Vellanoor Police Station, was subsequently transferred to the state’s Crime Branch-Criminal Investigation Department (CB-CID) in January 2023 to ensure a thorough and impartial inquiry.

The CB-CID undertook an extensive investigation, leaving no stone unturned in their pursuit of the truth. Over a hundred witnesses, including the complainant and their relatives, were meticulously interviewed. Mobile phone records and communication details of numerous individuals were scrutinized, and detailed questioning of residents from both Vengaivayal and the neighboring village of Eraiyur was conducted to explore all possible angles. Biological samples were collected, and rigorous DNA analysis was carried out to provide scientific evidence for the investigation.

The meticulous investigation ultimately revealed a narrative rooted in personal animosity rather than caste-based discrimination. The CB-CID identified Muraliraja as the primary perpetrator, driven by a desire for revenge following a perceived insult during a Gram Sabha meeting in October 2022. The investigation further implicated two other individuals, Sudarshan and Muthaiah, in the crime, linking their involvement through phone records, photographic evidence, and video footage. The evidence gathered pointed towards a concerted effort by the three accused to carry out the act of contamination.

The CB-CID’s comprehensive investigation culminated in the filing of a charge sheet against the three accused on January 20, 2025. The charge sheet is based on a robust compilation of evidence, including photographic analysis, cell phone conversations, video footage, forensic reports, medical reports, procedural explanations by the investigating officer, a report from the Tamil Nadu Electricity Board, expert opinions, and witness statements. The thoroughness of the investigation underscores the commitment of the CB-CID to uncovering the truth and ensuring accountability.

The Tamil Nadu government’s appeal for restraint in spreading false information comes in the wake of earlier calls for a CBI probe into the incident by various political parties and organizations. The government’s statement clarifies the findings of the CB-CID investigation, emphasizing that the incident stemmed from personal enmity and not a broader caste-based conflict. This clarification seeks to dispel misinformation and promote understanding based on the established facts of the case, urging the public to rely on the official investigation findings rather than unsubstantiated rumors. The government’s appeal aims to prevent the escalation of social tensions based on misinformation and promote harmony within the community. The incident serves as a reminder of the importance of responsible information sharing and the potential consequences of spreading unverified claims, particularly in sensitive social contexts.
