The Royal Newfoundland Constabulary (RNC) has issued a sobering warning regarding the emergence of a dangerous online entity known as “764,” a group officially designated as a terrorist organization in Canada. Recent events in St. John’s, including multiple false reports of firearms in the downtown George Street area, are being investigated as part of an elaborate psychological operation conducted by this group. By triggering rapid, high-pressure responses from local law enforcement, the perpetrators aim to manufacture a sense of false authority and power, which they use to coerce and intimidate vulnerable children into dangerous behaviors. This disturbing trend marks a sophisticated evolution in how bad actors manipulate digital spaces to terrorize victims in real life.

The modus operandi of the “764” group is alarmingly calculated, often beginning in the seemingly innocent digital playgrounds of popular gaming platforms like Roblox and Minecraft. The RNC warns that these interactions typically start with friendly, low-stakes overtures—such as offering digital gifts or “top-ups” for gaming accounts—to build a rapport with unsuspecting children. Once trust is established, the group frequently attempts to move the conversation to encrypted messaging platforms like Discord or Telegram. It is within these private channels that the dynamic shifts from friendship to exploitation, with the group pressuring children to engage in acts of self-harm, animal abuse, or the sharing of sensitive imagery.

At the heart of this exploitation is a cruel cycle of blackmail and coercion. Once the group gains access to a child’s personal information or intimate photos, they leverage that material to force the victim into deeper, more gruesome acts. Const. Stephanie Myers of the RNC emphasized that children often comply with these horrifying demands not out of malice or genuine criminal intent, but out of absolute terror and a desperate desire to protect themselves from the threats made by their manipulators. When these groups perform “swatting” hoaxes in the victims’ hometowns, they are essentially providing a “demonstration of power,” reinforcing the lie that they are everywhere and can influence the real world at will.

The rise of such groups creates an urgent need for open and ongoing dialogue between parents and their children. The RNC suggests that parents should remain vigilant for “red flags,” such as new online friendships that the child feels pressured to keep secret, or unexpected digital gifts from strangers. While these conversations can be difficult, the police emphasize that teaching children about the permanency of digital images and the dangers of sharing personal identifiers is more critical than ever. Emphasizing that no picture can ever truly be “taken back” once shared is a crucial step in stripping power away from those looking to use images as leverage for extortion.

Currently, the investigation into these activities, particularly the connection between the George Street hoaxes and the “764” group, remains active and involves coordination with national and international law enforcement agencies. While no specific suspects have been named in Newfoundland and Labrador at this time, the RNC’s decision to issue a public warning reflects the severity of the threat and the need for community awareness. It is a grim reminder that the internet, while a place of connection for many, is being weaponized by organized groups that are willing to go to extreme lengths to victimize the most vulnerable among us.

Ultimately, protecting children from these sophisticated digital predators requires a collective effort of awareness, skepticism, and communication. Parents are encouraged to monitor the platforms their children frequent and to report any suspicious messages or extortion attempts to the police immediately. By breaking the silence and shedding light on these manipulation tactics, communities can better support their youth and strip these predators of their most effective tools: secrecy and fear. If a child is being groomed or blackmailed, the message from the RNC is clear: there is help available, and the priority must always be their safety and recovery rather than the pressure they feel from those who seek to exploit them.
