Pakistan Combats Online Harms with New Digital Media Protection Authority
LAHORE, Pakistan – In a move to address the escalating challenges of fake news, online harassment, and other digital threats, Pakistan is establishing a Digital Media Protection Authority. Federal Minister for Information and Broadcasting Attaullah Tarar announced the initiative during the oath-taking ceremony of the Associated Press of Pakistan (APP) Union, emphasizing the urgent need to regulate online spaces without stifling legitimate journalism. The authority will incorporate representation from the private sector, press clubs, and journalist organizations, ensuring a balanced approach to digital governance. A dedicated tribunal, comprising journalists and IT professionals, will expedite decision-making, requiring orders to be passed within 24 hours, with appeals available through the High Court and Supreme Court. Tarar stressed the importance of stakeholder consultation throughout the framework development process, aiming for a collaborative approach to tackling the complex issues surrounding online content.
The establishment of the Digital Media Protection Authority comes as a direct response to the growing concerns over the misuse of social media. Tarar highlighted the proliferation of fake propaganda, false news, online harassment, child abuse content, threats to national security, economic uncertainty, and personal defamation, all contributing to social unrest. He argued that the current landscape necessitates a robust mechanism to curb misinformation and malicious content, safeguarding the integrity of information while upholding freedom of expression. The authority is positioned as a critical step towards achieving this balance, offering a framework for accountability and redressal in the digital realm.
Tarar emphasized that the Prevention of Electronic Crimes Act (PECA) is not aimed at suppressing freedom of the press but rather at combatting the spread of disinformation and harmful content online. He reiterated that the law aims to eliminate fake news and address the damages caused by the unregulated nature of social media. He sought the support of journalistic organizations for the legislation, asserting that it incorporates global best practices and safeguards against misuse. The minister underlined the distinction between responsible journalism and the unchecked spread of misinformation, expressing confidence that the new authority will provide a clear and effective framework for addressing these critical concerns.
Beyond the digital realm, Tarar also addressed the pervasive issue of corruption, highlighting its detrimental impact on national institutions. He affirmed the government’s commitment to institutional reform within the Ministry of Information, striving for greater profitability and efficiency. Commending APP Managing Director Asim Khichi for exposing corruption within the organization, Tarar vowed to pursue such cases to their logical conclusion. He underscored the vital role of national institutions like Pakistan Television (PTV), Radio Pakistan, and APP in projecting Pakistan’s image globally, stressing the need for these entities to operate with transparency and integrity.
Acknowledging the challenges faced by journalists, Tarar assured the audience that addressing their concerns is a top priority for the government. He announced the allocation of funds in the upcoming budget to support journalists who pass away during service, a gesture recognizing their significant contributions to society. The minister’s commitment to enhancing the welfare of journalists reflects a broader effort to strengthen the media landscape in Pakistan, fostering an environment where journalists can operate freely and securely.
