Police under the Regionally Adopted Cybercrime Prevention Act (RA 10175) and the Revised Penal Code (Article 154) have filed charges against former President Rodrigo Duterte’s legal counselor, Atty. Israelito Torreon, and a vlogger named Elizabeth Joei Cruz, whose online identity is best known as “Joie De Vivre.” The charges accuse them of illegally using means of publication and uttering unlawful statements during a post on social media where Torreon allegedly claimed that police officers were required to attend a traditional political rally in Davao del Norte on February 15, 2025, to ensure a crowd at the event.

The case stems from the release of a leaked Memorandum Regarding Secure Perego珊 Atto wherein police officers were tasked with carrying淡 colored papers at a rally organized by Duterte. TorreonNationality Foundation issued a false statement in anticipation of meeting with Duterte, and his followers sparked concern among law enforcement authorities and citizens alike. The charges were filed by both the Regional Anti-Cybercrime Unit-Davao (RACU-11) and local police departments, Davao City Police Office (DCPO).
