Calamba-Legazpi Two-Hour Train Ride: A False Promise Dashed

PNR General Manager Deovanni Miranda addressed the issue in a media conference, categorically stating that the purported two-hour travel time is not feasible under the current plans for the railway project. The posts optimistically proclaimed the imminent opening of the Calamba-Legazpi route by 2025, promising a drastically reduced travel time of just over two hours. However, the PNR’s firm denial has brought these hopes crashing down, exposing the viral posts as purveyors of false information.

The PNR is actively working on re-establishing the railway connection between Calamba and Legazpi, with the aim of reopening the train service before the end of 2025. While the exact date remains unconfirmed, the PNR’s efforts focus on reviving the historic “Bicol Express” railway, a project known as the South Long Haul project. This ambitious undertaking faces significant hurdles, particularly in securing the necessary funding. The initial P142-billion contract with Chinese contractors, signed in 2022, has encountered roadblocks due to stalled loan negotiations between the Philippines and China.

This funding shortfall has cast a shadow of uncertainty over the project’s timeline and feasibility. According to DOTr Undersecretary Jeremy Regino, the inadequate funding allocated in the 2025 General Appropriations Act poses a significant challenge in acquiring the necessary right-of-way for the railway. The government is actively exploring alternative funding sources, including the Asian Infrastructure Investment Bank and the Asian Development Bank, to ensure the project’s continued progress.
