Pakistan Establishes Digital Media Protection Authority to Combat Fake News and Online Harms

LAHORE, Pakistan – In a significant move to address the growing concerns surrounding online misinformation and digital harms, the Pakistani government has announced the formation of the Digital Media Protection Authority. Federal Minister for Information and Broadcasting, Attaullah Tarar, unveiled the initiative during the oath-taking ceremony of the Associated Press of Pakistan (APP) Union, emphasizing the urgent need to regulate social media platforms while safeguarding freedom of expression. The authority aims to curb the spread of fake news, online harassment, child abuse content, threats to national security, and other forms of malicious online activities.

Minister Tarar acknowledged the potential of social media to be misused for spreading misinformation and propaganda, highlighting its detrimental impact on societal harmony and national stability. He stressed that the guise of journalism could not be used to shield those who engage in irresponsible online behavior. The Digital Media Protection Authority is designed to address these challenges by establishing a clear framework for accountability and redressal. The authority’s structure will incorporate representation from various sectors, including the private sector, press clubs, journalist organizations, and IT professionals, ensuring a balanced and comprehensive approach to digital media regulation.

A key feature of the Digital Media Protection Authority will be the establishment of tribunals with the power to swiftly adjudicate cases related to online offenses. These tribunals will be mandated to issue decisions within 24 hours, significantly expediting the process of addressing online harms. Appeals against tribunal decisions can be made to the High Court and Supreme Court, providing an avenue for further legal recourse. Minister Tarar underscored the government’s commitment to transparency and consultation, assuring stakeholders that their input would be sought before finalizing the authority’s framework and operational procedures.

The establishment of the Digital Media Protection Authority comes as part of a broader effort by the Pakistani government to address institutional corruption and enhance the efficiency of state-owned media organizations. Minister Tarar reiterated the government’s dedication to reforming institutions under the Ministry of Information, including Pakistan Television (PTV), Radio Pakistan, and APP, with the goal of making them profitable and effective in promoting Pakistan’s image globally. He acknowledged the crucial role these institutions play in disseminating accurate information and shaping public discourse, both domestically and internationally.

Recognizing the challenges faced by journalists in the current media landscape, Minister Tarar emphasized the government’s commitment to supporting the journalistic community. He announced plans to allocate funds in the upcoming budget to provide financial assistance to families of journalists who die in the line of duty. Highlighting the importance of employees as a national asset, he urged them to dedicate themselves to their work with integrity and contribute to the betterment of their institutions. He also assured the resolution of employee issues and presented shields to participants at the ceremony.

The announcement of the Digital Media Protection Authority represents a significant step towards regulating the digital space in Pakistan. The initiative seeks to strike a balance between protecting freedom of expression and combating the spread of harmful online content. The authority’s success will depend on its ability to implement its mandate effectively and transparently, while upholding the principles of due process and ensuring that legitimate online activities are not unduly restricted. The presence of prominent figures like PML-N leader Begum Sajida Farooq Tarar, Coordinator for Heritage and Culture Farah Diba, Director General Radio Sheikh Saeed, Bureau Chief APP Lahore Talib Hussain, and several senior journalists and media professionals at the announcement ceremony underscores the importance attached to this initiative.
