Beyond the sheer volume of these calls, the content of Kharlamov’s communications reveals a disturbing pattern of racial vitriol. Sources within the NYPD indicate that he frequently weaponized racial slurs and inflammatory scenarios to bait officers. He would report, for instance, that a white man was setting a Black man on fire, or that groups of white, Black, or Jewish men were assaulting one another. Every time an officer hits the lights and sirens to speed toward a scene Kharlamov described, they are put in immediate physical danger, navigating busy streets at high speeds for a nonexistent emergency. Kharlamov is no stranger to the justice system, boasting a criminal record that includes 19 prior arrests. His history suggests a pattern of erratic and hostile behavior, ranging from a 2019 conviction for forcible touching in Manhattan to a December 2022 arrest for hurling an egg at police officers at the very same 46th Precinct he now harasses. His previous brushes with the law, including charges for making terroristic threats regarding a fake bomb plot, paint a picture of a man who has repeatedly engaged in conduct that destabilizes the community and threatens public safety.
The frustration among law enforcement is palpable. Because many of these incidents involve mental health concerns, the system often defaults to a cycle of psychiatric evaluations. Police sources complain that Kharlamov is frequently processed through a psych ward, answers “no” when asked if he intends to hurt anyone, and is back on the streets within the hour, ready to resume his campaign of harassment.
