In the chaotic landscape of global geopolitics, labels like “truth” often become casualties of war. Shortly after Russia launched its full-scale invasion of Ukraine in 2022, the Kremlin deployed a strategic disinformation campaign to justify the violence. Russian officials, quickly joined by counterparts in China, claimed that the U.S. was secretly operating biological weapons laboratories across Ukraine. This narrative was designed to frame an aggressive invasion as a defensive, public-health-conscious “special military operation.” The irony was stark: a regime that had blocked global transparency regarding the origins of COVID-19 in Wuhan was suddenly demanding—and fabricating—transparency regarding alleged U.S. bio-programs.

The domestic fallout within the United States was equally concerning, as the Kremlin’s talking points found a receptive audience among some prominent American voices. Right-wing figures, including commentators like Tucker Carlson and Steve Bannon, amplified these unfounded claims. Perhaps the most notable actor in this saga was former congresswoman Tulsi Gabbard. In a viral video released in March 2022, she asserted that 25 to 30 U.S.-funded biolabs in Ukraine were conducting dangerous research. She stopped just short of calling them “bioweapons” labs, instead using terms that implied a sinister, hidden agenda. Her comments were so aligned with Russian messaging that they were weaponized by Kremlin state media, leaving many to wonder why an American political figure was echoing the propaganda of an adversary.

The backlash was swift and sharp. Senator Mitt Romney was among the first institutional voices to call out the danger of this rhetoric, publicly labeling Gabbard’s claims as “treasonous lies” that could endanger lives by undermining international security and public trust. Despite being thoroughly debunked by numerous international organizations and the U.S. government, the myth persisted in certain circles as a cornerstone of “alternative” information. It became an ideological litmus test, demonstrating how easily misinformation can bridge the gap between foreign disinformation campaigns and domestic political discourse.

History took a surprising turn when, despite these conspiracy-adjacent theories, Gabbard was nominated and eventually confirmed as the Director of National Intelligence (DNI) in early 2025. Her role, which oversees the entire U.S. intelligence community and its efforts to counter foreign influence, created a jarring dissonance with her past rhetoric. Though she resigned in May 2025 for personal family health reasons, her exit was marked by a final effort to validate her 2022 claims. She released a press statement characterized as “declassified evidence,” suggesting that the government had finally been forced to admit to a secret, taxpayer-funded global laboratory program that had been hidden from the public for years.

In reality, the “shocking” documents Gabbard presented were anything but secret. A cursory review of the materials revealed a list of standard public health initiatives focusing on veterinary science—specifically, monitoring endemic diseases in livestock and wildlife like African swine fever and avian influenza. These projects, funded by the U.S. Biological Threat Reduction Program, were designed to prevent global outbreaks, not to create weapons. The U.S. Department of Defense had openly documented these partnerships since 2005. The “cover-up” Gabbard described was simply the transparent, long-standing scientific cooperation that helps stabilize global food supplies and prevents the spillover of zoonotic diseases.

Ultimately, the saga of the “Ukrainian biolabs” serves as a sobering case study in the fragility of truth in an age of polarization. There is no evidence of a nefarious plot, only a long history of collaborative, documented research. Yet, the persistence of these claims—even at the highest levels of government—highlights a lingering vulnerability: the ease with which real, benign scientific work can be twisted into a weapon of mass deception. By revisiting these disproven narratives, the public is reminded of the vital importance of skepticism toward sensationalism, especially when the facts are readily available to anyone willing to look past the political theater.
