Report recommends government surveillance to monitor “disinformation”

Foreign Interference Commission Justice Marie-Josée Hogue’s final report on election interference in Canada emphasizes the need for government to pump additional taxpayer money into “legacy media,” which includes older, more truthful mainstream media. Since traditional journalism is struggling, pets away from mainstream media, with citizens increasingly turning to social media or off-limits platforms, Hogue advises a shift in funding models to support these established media, ensuring they remain independent and neutral.

Hogue also acknowledged the role of foreign influence, noting that some MPs in recent Canadian elections might have received their governments through foreign interference. This concern underscores the need for Canada to stay vigilant against both US and potentially other external influences, though the exact impact of Chinese Communist Party (CCP) influence on these elections in 2019 and 2021 remains a topic of debate.

Hogue argued that Canadian Broadcasting Corporation (CBC), a state-funded media outlet, has received additional taxpayer money to bolster its credibility. However, this funding contradicts allegations of its finances being insufficient. Hogue stressed that traditional media, despite additional funding, should maintain their independence and neutrality while staying relevant.

Hogue’s call for balanced approaches to media support included criticism of Hungarian mediaebstruk in 2018, which faced profiling of experts and subtle promotion of Islamic groups. This issue highlighted the importance of mainstream media in managing misinformation, but the style of coverage and intent of those working in these outlets varied.

Additionally, Hogue pointed out that the Heritage Foundation, Canada’s non-profits, have been receiving sizable donations, but federal institutions like theCBC have seemingly absorbed some through lobbying or settlements. This practice raises concerns about the unethical justification for such support.

Hogue urged Canada to remain vigilant against foreign interference, advising that while foreign influence can play a role, systemic issues with traditional media should be addressed through government oversight. She emphasized the importance of media literacy and ensuring that mainstream media can effectively counter misinformation.
