The ongoing information war against Ukraine has reached a new level of absurdity with the latest wave of Russian propaganda, which baselessly claims that the Ukrainian Armed Forces are utilizing radioactive materials from the Chernobyl Exclusion Zone to fortify defensive lines near Kyiv and Sumy. By peddling this baseless narrative, the Kremlin’s propaganda machine is attempting to manufacture a scandal out of thin air. These claims are entirely fictitious, lacking even a shred of credible evidence, and rely exclusively on the dubious testimony of a lone, pro-Kremlin voice. It is a classic disinformation tactic: throw a sensationalist, fear-inducing lie into the public sphere and hope that repeating it often enough will create an illusion of truth, regardless of how divorced from reality it truly is.

In reality, Ukraine remains steadfast in its commitment to international law and global nuclear safety protocols. The construction of fortifications along Ukraine’s borders is a standard, transparent military process conducted in full compliance with rigorous technical regulations using only certified, safe materials. There is no logistical or strategic reason for Ukraine to endanger its own troops or the civilian population by trafficking radioactive substances, as the Kremlin suggests. This propaganda is not merely an exaggeration; it is a calculated fabrication designed to cast doubt on Ukraine’s integrity and present the country as a negligent actor on the world stage, ignoring the fact that our priority—now more than ever—is the protection of our people and our land.

The Center for Public Diplomacy and the Center for Countering Disinformation have both identified this narrative as a deliberate diversionary tactic. By accusing Ukraine of nuclear recklessness, Russia hopes to draw international scrutiny away from its own catastrophic behavior. This follows a predictable pattern of behavior seen previously regarding the Zaporizhzhia Nuclear Power Plant, where Moscow consistently accused Ukraine of attacking the very facility that Russian forces were actively occupying and militarizing. By flipping the script, the aggressor attempts to muddy the waters, hoping that the international community will be too confused by conflicting reports to hold the true perpetrator accountable for their violations of international security.

The hypocrisy of these Russian claims is staggering, especially when contrasted with the reality of the situation on the ground. While Moscow engages in nuclear fear-mongering through the media, it is the Russian Federation that has consistently employed nuclear blackmail and outright state-sponsored terrorism. A chilling example of this hypocrisy was the recent strike by a Russian drone directly targeting the Centralized Spent Fuel Storage Facility within the Chernobyl Exclusion Zone. While Russia points fingers and spins tales of Ukrainian “dirty bombs,” they are the ones actively threatening nuclear infrastructure, demonstrating a reckless disregard for the environmental and humanitarian safety of the entire European continent.

Beyond the nuclear fear-mongering, the Russian disinformation campaign is broad and relentless, seeking to destabilize Ukrainian society through psychological operations. In various frontline areas, Russian operatives have been distributing fake leaflets intended to panic the local population with threats of imminent offensives. Similarly, there have been frantic, manufactured stories about Ukraine allegedly planning “provocations” involving hazardous substances in the Donetsk region—a narrative that echoes previous Russian “false flag” attempts. Even the Ground Forces of Ukraine have had to issue public refutations regarding viral hoaxes, such as the fabricated story concerning the death of a Hungarian national at a recruitment center, which was designed to inflame diplomatic tensions and sow distrust.

Ultimately, these tactics serve as a reminder that in modern warfare, the battle for perception is just as fierce as the battle for territory. The Kremlin’s goal is to overwhelm the public with a constant stream of falsehoods, exhaustion, and fear, hoping to fracture Ukrainian unity and isolate us from our international allies. By dismantling these lies—recognizing them for the desperate, evidence-free fabrications they are—we can maintain our resolve. We must look past the noise generated by anonymous experts and state-controlled outlets, staying focused on the facts: Ukraine is defending its sovereignty through legitimate military means, while the aggressors continue to undermine their own credibility by abandoning the basic tenets of truth and human safety.
