  1. The opening of the Festival of Regions is normally a celebration of local identity, shared heritage, and the quiet pride that comes from cooperation between different parts of Italy. But this year, President Sergio Mattarella used the occasion not only to celebrate, but to warn. Standing before governors, mayors, and public officials, he spoke about artificial intelligence in a way that was neither distant nor impersonal. He talked about the need to act quickly and effectively, before the uncontrolled growth of this technology slips beyond our grasp. There was no doom in his voice, but there was urgency. He made it clear that we are not dealing with a machine that simply obeys us, but with a force that can shape politics, culture, and public opinion. The festive atmosphere of the gathering made his words all the more striking: while people applauded regional achievements, he reminded them that the next great challenge may not arrive through legislation alone, but through algorithms, data streams, and hidden code. The future, he suggested, belongs to whoever frames the rules.

  1. The heart of Mattarella’s speech was the danger of manipulated information. He spoke about how the internet, combined with artificial intelligence, can spread false news more rapidly than ever before. A lie no longer needs to travel slowly from mouth to mouth; it can be generated in seconds, designed to imitate authenticity, and targeted precisely at the people who are most likely to believe it. The president warned that this is already happening today, not in some distant tomorrow. Public opinion, he said, is being shaped by tools that exploit human emotions and biases. People may think they are making independent choices, but they are often responding to a digital environment that has been engineered for them. This is not just damage to truth. It is a direct attack on the foundation of democratic life. When citizens can no longer agree on facts, they cannot reason together. And when they cannot reason together, democracy becomes a collection of isolated bubbles, vulnerable to every kind of manipulation. Mattarella’s words remind us that defending the truth is not a cultural luxury, but a political necessity.

  1. Mattarella also spoke about power. He noted that only a small number of large technology companies are driving the development of artificial intelligence, and their competition is producing unpredictable consequences. On one hand, this competition leads to astonishing innovation; on the other, it creates a world in which a handful of corporations hold enormous influence over how people live, communicate, and think. The president’s point was not that innovation is bad, but that it must be guided by rules that reflect the public good. We cannot leave the future in the hands of private interests and hope that everything will turn out well. Legal frameworks are necessary to ensure that artificial intelligence serves human beings, rather than treating them as raw material. This is why Mattarella called for swift and effective action. He did not mean rushing to regulate every new idea, but building a shared structure of responsibilities and rights before the technology becomes so complex that it escapes oversight. His speech added moral weight to the discussions already taking place in Europe about AI regulations, and he made it clear that Italy must be part of that conversation, not just a passive observer.

  1. There is something deeply human in Mattarella’s vision of democracy. He warned that if we simply become spectators to the expansion of computing power, the fundamental values of the centrality of human life could be undermined. That phrase deserves attention. It is a quiet rejection of every ideology that places machines above people. It also challenges the idea that intelligence, efficiency, and prediction should be the ultimate goals of society. Human life is not just a problem to be optimized. It contains love, suffering, creativity, doubt, and contradiction. All of these are part of what makes democracy meaningful. A system that reduces everything to data misses this. Mattarella did not demonize technology; he called us back to our own responsibility. We are the ones who design, train, and deploy these systems. We are also the ones who can resist them when they become harmful. His words are an invitation to remember that human judgment is irreplaceable, and that no algorithm can decide what a community needs to live with dignity.

  1. The setting of this speech was important. The Festival of Regions is not a global summit of technology executives. It is a gathering of local leaders who deal with practical questions like public transport, hospitals, schools, and housing. By choosing this audience, Mattarella made it clear that artificial intelligence is not a distant, abstract issue. It belongs to the everyday experience of citizens. Regional governments are already using digital tools for public services, and they must be careful not to bring hidden discrimination or opaque decision-making into those systems. The festival’s theme of digital transformation was therefore a perfect backdrop for the president’s words. He wanted to remind local authorities that they are the first line of defense when it comes to protecting human dignity in a digital age. Their choices about how to use data, how to engage citizens, and how to regulate public spaces will determine whether technology strengthens or weakens democracy. And while Europe works on its own regulations, Mattarella’s message was clear: wait for no one. Begin now, with the tools and values you already have.

Appartiene all’esperienza quotidiana dei cittadini.

  1. In the end, this speech was not a cry of despair, but a call to responsibility. Mattarella knows that artificial intelligence has enormous potential for good. It can help doctors diagnose disease, help teachers reach students in remote places, help scientists solve climate problems, and help governments deliver services more efficiently. None of these benefits require us to abandon truth, justice, or freedom. But they do require something from each of us. Citizens need to be curious and skeptical, willing to question what they see online. Teachers need to help young people understand how algorithms work and how they can be resisted. Politicians need to find the courage to regulate even when they feel pressured by powerful interests. This is the human side of technology. It is not just a matter of engineers and programmers. It is a matter of values, choices, and courage. Mattarella’s words invite us to imagine a future in which technology is no longer something that happens to us, but something we shape with intention. When the applause rose in the hall, it was not just for the president. It was for that vision: a future where the human remains central, in Italy, in Europe, and everywhere else.
