Is ‘disinformation’ really one of the biggest challenges facing London?

It’s late on a Tuesday, June 2nd, 2026, to be precise, or maybe early Wednesday morning, June 3rd, for those across the pond. Either way, the buzz in London is palpable. Dame Susan Langley, London’s charismatic Lady Mayor, is about to launch something big tonight: “Team UK.” For weeks, she’s been rallying the city’s top brass – the titans of finance, industry leaders, the whole Square Mile crew – to join forces. Her message? A confident, clear declaration to the world about what makes Britain, and specifically London, so exceptional. She sees it as her duty, her passion even, to be London’s chief cheerleader, taking its story to every financial hub and major city on the planet. And frankly, she’s been doing it with a panache that’s a breath of fresh air. Any leader who can unite London’s powerful business community for a genuine, uplifting PR offensive deserves a round of applause and our full backing. But as you listen to the whispers and read between the lines, you start to wonder if they’ve quite nailed the core issue.

Dame Susan frames this grand campaign as a direct counter-attack to what she claims are staggering increases in “negative perceptions about London,” supposedly up by an eye-watering 150-200% in just two years. This alarming figure comes from research commissioned by Sadiq Khan’s City Hall, a “rapid review of evidence” focusing on “misinformation and disinformation in London.” The study zeroed in on “London-related narratives on X (formerly Twitter) between 2024 and 2026,” identifying a worrying trend: a surge, with occasional dramatic spikes, in social media chatter pushing the narrative that “London is in decline.” It implies a vast, shadowy campaign to undermine the city’s image. While the spirit of defending London is commendable, basing such a significant campaign on a social media study, especially when the city faces very tangible problems, feels a bit like trying to solve a leaky roof by repainting the walls. It risks overlooking the real issues that, if addressed, would naturally boost London’s appeal.

Delving into the City Hall report paints a rather grim, if somewhat disquieting, picture. It suggests that some of this “London in decline” narrative is manufactured, originating from unlikely sources. We’re talking about “a Sri Lanka-based content farm producing monetised AI-generated posts” and “a Nigeria-based cluster impersonating UK media outlets.” And, as if plucked from a spy thriller, the report also points fingers at “Russian-aligned or Beijing-aligned ‘groups.’” It’s a fascinating, if a little alarming, read. Yet, the report itself adds a crucial caveat, reminding us that its “findings should… be treated as indicative rather than comprehensive.” This self-awareness, while honest, slightly undermines the whole premise. If the evidence isn’t comprehensive, if it’s merely indicative, is it truly solid enough to be the bedrock of such a high-profile, united front from powerhouses like UK Finance, TheCityUK, the Investment Association, and the City of London Corporation? It feels a bit like summoning all your generals for a war based on a few suspicious smoke signals in the distance.

The truth is, London, like any other major global city, has its fair share of genuine struggles. Forget alleged disinformation for a moment and consider the daily realities. Housing, for instance, remains an agonizing challenge for countless residents, with affordability spiraling out of reach for many. Shoplifting, a less glamorous but persistent problem, impacts businesses and makes everyday life feel a little less secure. And then there are the tube strikes – those infuriating, regular disruptions that bring the city to a grinding halt, causing immense inconvenience and economic strain. These aren’t fabricated narratives from AI farms; they are palpable, everyday issues that Londoners contend with. To dismiss them in favor of battling abstract “disinformation” risks making the city’s leaders appear out of touch with the very people they serve.

Dame Susan Langley’s strength lies in her ability to unite, to galvanize, to be a powerful voice for London. She is absolutely right to leverage her immense convening power to champion the capital. It’s her role, and she excels at it. She can and should bang the drum for London’s strengths, its innovation, its dynamism, and its global importance. But she doesn’t need to lean on a somewhat flimsy City Hall social media study to do so. In fact, by doing so, she risks inadvertently creating the impression that London’s problems aren’t real, or that they are merely the product of malicious external forces. This approach, while perhaps politically expedient, could alienate those who genuinely struggle with the city’s challenges, making them feel unheard and unaddressed.

Ultimately, the danger lies in focusing so intensely on the shadowy world of “disinformation” that the very real, tangible issues facing London get relegated to the background. While vigilance against foreign interference and malicious narratives is always important, it shouldn’t overshadow the fundamental responsibility of city leaders: to identify and address the concrete problems that impact the lives of their citizens and the health of their economy. Dame Susan has a fantastic opportunity to shine a light on London’s brilliance, but she also has a responsibility to acknowledge its shadows. By transparently working to solve the city’s genuine struggles, London’s leaders would create a far more compelling and authentic narrative of strength and resilience than any anti-disinformation campaign ever could.
