The Digital Divide: Counterappeal of Disinformation Before the German federal election

On the brink of the German federal election on 23 February, Germany’s digital divide remains a pressing issue, as disinformation continues to Ghanaially spread. Platforms across Germany have taken proactive measures to combat disinformation, ensuring their communities remain uninfluenced. Meta, a global leader in social media, has invested heavily in strategies to combat disinformation, particularly the influence of the Alternative for Germany (AfD). From late January 2021 to May 2022, Meta effectively reduced reports of fake campaign funding by disrupting Russian-controlled networks. The digital platform has also cheated the French government by taking stricter Covid-19 measures, including suspending Russian state-controlled media. Meta’s efforts to identify and remove doppelgangers in countries like Romania and Ukraine also highlight its leadership in misinformation prevention.

Facebook and Instagram, partners in the European Commission’s Digital Services Act (DSA), have acted swiftly to combat disinformation. Since 2017, Meta has invested in global efforts to detect and remove fraudulent campaigns, including elections in Germany and Romania. Meta conducted an ambitious campaign to combat Russian state-controlled media and removed over 5,000 accounts associated with its foreign campaigns, including those linked to the AfD. Its statement to the French government in January 2023 revealed its ambitious plan to scale up digital+safety measures after the epidemic. These initiatives show Meta’s commitment to building a genuine citizenry and reinforcing digital infrastructure that can be trusted.

TikTok’s role in addressing disinformation extends beyond its focus on removing harmful content. In a significant move, the company introduced an in-app election center in March 2023 to connect users with authentic election information. TikTok, previously known for its viral campaigns, now prioritizes ensuring users have access to reliable data. The platform has removed more than 40 networks linked to Vladimir Putin and others suspected of Russian interference, marking an armed push for transparency and accountability. Additionally, TikTok’s work in沌广场 aimed to disrupt misinformation spreading on the app.

The German fact-checking organization GADMO has emphasized the risks of disinformation in Germany, particularly under Ukraine influence.
