At first glance, a data center sounds like the ideal neighbor. It is quiet in the traditional sense, makes no visible smog, fills only a handful of parking spaces with full-time employees, and pays taxes out of proportion to its actual footprint. But once you live next to the blank boxes full of blinking fans, or sit across the table from a project begging to use ten million gallons of water and enough electricity to light a town, the ideal quickly becomes real. That is the moment the Georgia Chamber of Commerce is trying to fix. With public anger rising, the Chamber is launching the Georgia Digital Infrastructure Alliance — a broad coalition involving industry executives, utility leaders, policymakers, and community members — and the headline message is straightforward: data centers are a financial win, and their true environmental and social costs are being exaggerated. Chris Clark, the Chamber’s president and CEO, says the group wants to be transparent, make sure development happens responsibly, and show the benefits because, in his words, “there’s a lot of backlash and a lot of negative PR right now.” He knows, because he cannot see the polling. The Annenberg Public Policy Center at the University of Pennsylvania found that 61 percent of Americans now oppose construction of data centers in their own neighborhoods, a sudden surge from the previous spring. And rather than atraction, the opposition spreads across lines: 69 percent of Democrats and 54 percent of Republicans. That means people who rarely agree on the color of the sky now agree on this: a giant, windowless server farm moving into your corner is not a neutral event. It makes great city hall meeting possible.
Twining that resistance is not helping the political calendar. Georgia urgently debates whether to press pause on the boom. In early August, former Atlanta Mayor and Democratic nominee for governor, Keisha Lance Bottoms, told a Georgia Chamber event plainly: “we need a pause” on new data centers. Rick Jackson, her Republican opponent, didn’t respond at the same event by promising more scrutiny; he promised tax savings. He said data centers are so immense with property tax revenue they could bring property taxes down to zero in at least 70 counties. He also admitted he understands the industry because he invested in one in Texas. That information highlight the ugly turns: data centers have become financially intertwined for personal startups and political rhetoric. Down in Texas, Governor Greg Abbott did an almost wild turn—last year he bragged about data centers as anchor investments. Then in early August he abruptly stopped new data center permits pending an audit of their power and water use, along with their nearby real impact on residents. His Democratic opponent was already rising rising in polls on that exact. The Wall Street Journal reports that exactly a change had happened. Data centers once seemed political acerbic, an everything agreement, but now they between the choice. President Trump still say the country needs data centers to beat China in the AI race, but even he noticed the copyrighted problem of public. He said the centers “need a little public relations help” in recent crowdsource reporting. OpenAI says its new facility will use a closed‑loop cooling world, a system designed to reduce evaporation and water released. Other companies have said the same. Closed‑loop gives the phrase “good for the river” but the technical answer is complicated. The system uses more energy, and that energy needs power cooling, and power plants require rivers. Chris Manganiello, water policy director at the Chattohoochee Riverkeeper, explained the stone in hard numbers. It’s water, the good amount of power, the risk that the great tenant doesn’t stay. When residents ask “what’s in it for me, not your. So the Georgia Chamber is now starting a second-round public campaign—not to say no, but to say maybe. The encouraging thing is that both sides say they want the same thing: transparent, accountable, fair, good decisions. The challenge is that they are looking at the same debates from opposite angles. The proof will be whether the conversation is actually a conversation, whether the communities are briefed before the concrete is poured, and whether the price tag is honestly written on the outside. The “public relations” problem of data centers is, public love for data centers—or at least public trust is possible. But no amount of messages can fix the polar gap between the transformation and the life real.
