Finland Faces Escalating Information Warfare from Russia, Government Report Reveals

Helsinki – Finland has become a target of increasingly aggressive information influence campaigns originating from Russia, according to a newly released report by the Prime Minister’s Office. This marks a significant shift in Russia’s approach, now treating Finland on par with other NATO members in its information warfare tactics. The report, the first of its kind to be published annually, provides a comprehensive analysis of information influence activities targeting Finland, drawing upon publicly available sources to shed light on Russian rhetoric and methods of influence.

While Finland is not currently facing an exceptional level of information influence and is not considered a primary target, the report underscores a concerning trend. Russia’s efforts primarily revolve around threatening and inflammatory rhetoric related to Finland’s support for Ukraine and its membership in NATO, an alliance Finland joined nearly two years ago. This rhetoric, the report argues, is designed to sow discord and undermine public trust in the government’s decisions.

The report, compiled by the Strategic Communications Team at the Prime Minister’s Office, aims to increase public awareness and understanding of information influence operations. Päivi Paasikoski, Director General of the Prime Minister’s Office, emphasized the importance of transparency and public engagement on this issue. The annual publication of the report is intended to contribute to ongoing discussions about the changing information environment and provide citizens with insights based on the government’s expertise.

Moscow’s disinformation campaign against Finland, according to the report, centers on narratives that portray NATO as an aggressive entity, criticize support for Ukraine, and question the efficacy of Western sanctions. These narratives are disseminated through various channels, seeking to infiltrate public discourse and influence public opinion. The report warns that such tactics represent a clear attempt to undermine Finland’s security and stability.

The escalation in Russia’s information warfare against Finland coincides with the country’s NATO membership and its unwavering support for Ukraine. This reflects a broader pattern of Russian aggression towards NATO members and countries providing assistance to Ukraine. Experts have observed a growing sophistication in Russian disinformation methods, employing increasingly complex and nuanced tactics to manipulate public perception.

The Finnish government’s report serves as a wake-up call, highlighting the need for vigilance and resilience in the face of information manipulation. The report emphasizes the importance of critical thinking, media literacy, and public awareness in countering disinformation campaigns. It also underscores the need for continued monitoring and analysis of information influence activities to effectively safeguard Finland’s democratic processes and national security. The government’s commitment to transparency and public engagement on this issue is crucial in fostering a resilient society capable of withstanding the challenges of information warfare.
