This narrative, fueled by sovereignist and pro-Russian propaganda, suggests that Ukraine is intentionally “stealing” water from the river, thereby precipitating an energy crisis in Romania. By weaving together technical-sounding claims with xenophobic undertones, these agitators seek to erode public trust in Romanian authorities and exacerbate existing social tensions by casting Ukraine as the primary antagonist of Romania’s economic stability.
However, from a hydrological and engineering perspective, these claims are entirely baseless. The Bystroye Canal is located in the Danube Delta, approximately 250 kilometers downstream from the Cernavodă plant. Because the Danube is a massive river system, water flow patterns at the power plant are determined by conditions hundreds of kilometers upstream, long before the river reaches the Delta branches. Dredging operations in the delta simply cannot reverse the river’s flow or cause a water shortage at a facility located deep in the interior. Allegations that secret construction work on this site is draining the Danube ignore the reality that the project remains purely conceptual. There is no active construction, and any future development would require complex, multi-national environmental and cross-border impact assessments before breaking ground. As of mid-2026, the only formal step taken between Romania and Serbia was a memorandum to exchange information, confirming that the project is merely in the exploratory phase and currently holds no power to alter the river’s hydrological regime.
It is important to recognize that the low water levels plaguing the Danube are a regional phenomenon, not a targeted attack on Romania. Similar energy constraints and reactor shutdowns are affecting other nations, including Hungary and Bulgaria, while hydroelectric stations along the river in Serbia are also seeing significantly reduced output due to the drought. The accounts pushing this misinformation often originate from fringe, conspiratorial blogs that have shifted their content over the years to embrace extremist, anti-vaccine, and xenophobic rhetoric. These platforms intentionally blur the lines between legitimate economic concerns and malicious disinformation to promote a sovereignist agenda. By blaming Ukraine for the natural fluctuations of the Danube, these bad actors hope to manufacture grievances and weaken public support for regional stability, proving once again that the most dangerous flows in the Danube basin are currently the currents of digital misinformation.
