EU Mission in Armenia Rejects Disinformation Regarding Alleged Spying Activities

EU Strives for Calm and Constructive Dialogue in Armenia-Azerbaijan Normalization Process

The European Union is deeply committed to fostering a peaceful and prosperous future for the South Caucasus region, particularly emphasizing the importance of sustained dialogue and constructive engagement between Armenia and Azerbaijan. EU Special Representative for the South Caucasus and the Crisis in Georgia, Magdalena Grono, recently concluded a series of diplomatic engagements in the region, underscoring the EU’s dedication to facilitating the ongoing normalization process. Grono’s visit included meetings in Baku, where she observed a notable contrast between public pronouncements and the private sentiments expressed by Azerbaijani officials regarding the peace process. This divergence highlights the complexities of navigating public perception while pursuing delicate diplomatic efforts behind the scenes.

Grono emphasized the significant progress achieved in establishing a structured and well-organized framework for discussions between Armenia and Azerbaijan. This framework, with a clearly defined scope and agreed-upon basis, represents a crucial first step towards lasting peace. The EU envoy believes that the time is ripe for both nations to demonstrate the political will necessary to overcome the legacy of conflict and embrace mutually acceptable solutions for all outstanding issues. Addressing concerns regarding the EU Mission in Armenia, Grono reiterated the mission’s exclusive civilian and unarmed nature. She categorically dismissed allegations of "spying activities" or "destabilization objectives" as disinformation, emphasizing that the mission operates solely based on a sovereign request from the Armenian authorities. Furthermore, Grono stressed that the EU has consistently kept Azerbaijani authorities informed about the mission’s deployment and operations. The EU’s commitment to transparency and open communication is aimed at building trust and alleviating any concerns related to the mission’s presence. The EU firmly believes that the mission contributes to regional stability and serves the interests of all parties involved.

In this regard, the "Crossroads of Peace" project holds significant potential for transforming the South Caucasus into a region of cooperation and shared prosperity. Grono acknowledged that while the project’s overarching principles enjoy widespread support, the practical details and implementation modalities require further negotiation and agreement between Armenia and Azerbaijan. The EU is actively encouraging both sides to finalize an agreement on cargo transit between the western regions of Azerbaijan and Nakhijevan. This step, coupled with opening communication links connecting Armenia to the broader region, would demonstrate tangible progress towards a peaceful and integrated South Caucasus.

The recent meeting between Armenian and Azerbaijani leaders in Kazan on October 24, 2024, provided a platform for further dialogue and exploration of potential avenues for cooperation. The subsequent statements from both Yerevan and Baku have instilled optimism that an agreement on these crucial issues is within reach. The EU remains steadfast in its commitment to supporting both sides in their pursuit of a comprehensive agreement. Grono expressed her hope that an agreement on cargo transit modalities can be achieved in the near future, paving the way for enhanced regional connectivity and economic integration.

The EU’s unwavering commitment to fostering peace and stability in the South Caucasus is demonstrated through its continuous diplomatic engagement and its support for initiatives aimed at promoting dialogue, cooperation, and mutual understanding.
