EDMO Training Series on Identity-Based Disinformation Module 3: Identity-based disinformation about LGBTQ individuals and communities

For two decades, the global trajectory for LGBTQ+ rights seemed to be moving steadily toward openness, inclusion, and legal recognition. However, we have reached a jarring inflection point. Recent years have seen a surge in sophisticated disinformation campaigns and vitriolic hate speech that threaten to undo years of progress. This is not merely a collection of isolated incidents; it is a calculated effort to weaponize existing prejudices, erode the safety of vulnerable populations, and polarize society at large. By distorting reality and framing the existence of LGBTQ+ people as a societal threat, bad actors are not only spreading misinformation but are actively legitimizing real-world violence. This session, part of EDMO’s intensive training series, serves as a crucial intervention, aiming to pull back the curtain on the mechanics of these hate-driven networks.

At the core of this training is a comprehensive report by the Institute for Strategic Dialogue (ISD), which synthesizes five years of data regarding the anti-LGBTQ+ landscape in Europe. The findings are sobering: we are witnessing the emergence of coordinated disinformation campaigns that go beyond simple trolling. These efforts involve the systematic dismantling of digital protections and, perhaps most concerning, the intentional erasure of LGBTQ+ perspectives from the datasets used to train artificial intelligence. When AI models are trained on biased or scrubbed information, they perpetuate the same prejudices that human actors are spreading manually, creating a technological feedback loop that systematically pushes LGBTQ+ voices into the shadows.

To bring these abstract problems into sharp focus, the training explores two distinct regional case studies. The first, presented by the Hungarian Digital Media Observatory (HDMO), looks at how political narratives in Hungary have been leveraged to cast LGBTQ+ rights as inherently destructive to traditional social structures. This case study demonstrates how disinformation is often used as a tool of political control, manipulating cultural anxieties to consolidate power. By analyzing the specific, documented techniques used in this region, the training helps participants recognize the common playbook used by political agitators to manufacture moral panics and isolate LGBTQ+ communities from the wider public discourse.

Complementing this, the Central European Digital Media Observatory (CEDMO) provides a quantitative look at the situation in the Czech Republic and Slovakia. By utilizing extensive opinion polling, CEDMO maps how disinformation travels through the bloodstream of public opinion, revealing that homophobia is not just a personal sentiment but a social phenomenon fueled by specific, repeatable falsehoods. These data reveal a disheartening correlation: as individuals are bombarded with false claims about LGBTQ+ people, their personal perceptions and openness toward their neighbors decline. This section of the training emphasizes that we are fighting a battle for public perception, where misinformation acts as a catalyst for deep-seated intolerance.

The session concludes with an essential bridge from diagnosis to action, featuring insights from the US-based NGO GLAAD. Drawing from their newly released 2026 Social Media Safety Index, they tackle the dangerous convergence of online defamation and offline physical safety. GLAAD offers more than just an analysis of the damage; they provide concrete, actionable recommendations for social media platforms. The goal is to move the industry toward more robust safety standards that protect trans and queer individuals from being targeted by coordinated hate mobs. By holding digital platforms accountable, the strategy shifts from merely monitoring the “noise” of hate to actively enforcing boundaries that safeguard the dignity of the community.

Ultimately, this training module is a call to vigilance. The rise of anti-LGBTQ+ disinformation is a bellwether for the health of our democratic discourse. When we allow falsehoods to poison our digital spaces, we don’t just hurt the immediate target; we fray the social fabric that protects everyone’s right to live authentically. By studying these patterns, arming ourselves with the data from organizations like ISD and CEDMO, and advocating for the policy changes urged by GLAAD, we can begin to push back against the tide of hate. This session is designed to transform onlookers into informed defenders, ensuring that the progress made over the last twenty years remains resilient in the face of today’s complex digital threats.
