The urgency of this fight was underscored by Maia Sandu, the President of the Republic of Moldova, who drew a direct and chilling parallel between information manipulation and military strategy. Yuliia Yanchuk, Deputy Director of the Department of Strategic Communication in Ukraine, highlighted the significant investment her country is making in establishing “information centers and strategic communication structures” to counter Russia’s pervasive informational influence. Her plea for unified action resonated deeply: “this is a major challenge for our country and we need to join forces in this information area.” This sentiment was echoed by Valentin Jucan, president of the Audiovisual Council of Romania, who articulated a truly frightening scenario: “The fact that we are reaching a point where society says it no longer knows what to believe. That is a point where our opponent has won a first stage.” He emphasized that a lack of trust, the absence of reliable reference points, and the diminished capacity to verify information are not merely inconvenient, but “critical” threats to societal stability.

The stakes, as stressed by Liliana Vițu, president of the Audiovisual Council of the Republic of Moldova, transcend mere political debate; they target “the electoral processes themselves, the existence of democratic processes and democratic institutions.” Her passionate declaration resonated with a profound truth: “democracy is not a given. Democracy must be protected and if you want to live well in a democratic country, you must fight for it.” This isn’t a passive endeavor; it demands active vigilance and unwavering commitment. The very foundation of self-governance, the ability of citizens to make informed decisions, hinges on the integrity of the information ecosystem. Without it, the promise of democracy risks crumbling under the weight of orchestrated deception.

The hopeful note in this otherwise sobering discussion came with the news that experts from Council of Europe member states have already completed a feasibility study. This crucial document, outlining concrete recommendations and strategies, will be presented for discussion by foreign ministers at the Committee of Ministers session slated to take place in Chișinău in May. This proactive step signals a collective determination to move beyond analysis and embark on tangible actions. The gathering in Chișinău wasn’t just a forum for discussion; it was a rallying cry, a testament to the fact that while the war on information is complex and formidable, a united front, armed with resilience, critical thinking, and a shared commitment to truth, can and will prevail in safeguarding the future of democracy.
