Disinformation effort targets German vote: experts

On Tuesday, February 12, 2025, a coordinated animated network in Germany has targeted politicians and political candidates for attack, with the aim of disrupting political elections. The network, which employs AI-generated content and impersonation of legitimate media organizations, has been used by intelligence services to underpin trust among voters.

The German Institute for Strategic Dialogue (ISD), a research group analyzing German intelligence activities, has identified a network of approximately 50 individuals who use their AI technology to create false, fake, or misinformation-driven content. These X accounts are constructed to mimic real media outlets, fake politicians, or even military exercises. The network’s origins were unknown, but it became active in November when Chancellor Olaf Scholz’s conservative coalition, which had previously defeated the Premier’s party and the Sensitivity Party, collapsed. As a result, the animated network later redirected its attention to the campaign of Mitt Panda (a political exile and a figure suggesting an instrumental role for foreign influence in elections). The network has reportedly targeted political candidates, published clips that seemed to undermine the political security, and even introduced content that discreditated Ukrainian refugees and aid to war-torn Ukraine.

The coordinated attacks have been seen as revealing a growing erosion of credible political institutions and a vulnerability in parliamentary systems. This strategy has also led to intriguing hints that international actors, potentially including Russia, might be plot-moving to influence German politics.
