Countering disinformation and safeguarding our democracy

The ballot box is more than just a piece of plastic or a logistical requirement; for South Africans, it stands as the ultimate symbol of a hard-won freedom and our collective power to steer the nation’s future. As we turn our focus toward the 2026 Local Government Elections, the ability to exercise this right meaningfully relies on one essential ingredient: the truth. To cast an informed vote, every citizen needs access to clear, credible, and untainted information. Unfortunately, this foundation is currently under siege by the rising tide of disinformation—deliberately crafted falsehoods designed to deceive, manipulate, and ultimately erode our faith in the very systems meant to serve us.

In our modern era, the threat of disinformation has evolved from simple rumors into a high-tech weapon. Thanks to the rise of artificial intelligence, bad actors can now produce incredibly convincing deepfakes and automated propaganda that look and sound authentic to the untrained eye. This isn’t just a nuisance; it is a direct assault on the integrity of our democratic processes. When false narratives spread, they don’t just confuse voters—they deepen community divisions and stoke mistrust in our municipal, provincial, and national governance. By exploiting local concerns, such as service delivery frustrations or political instability, these fabrications create a volatile environment where anger often beats out logic.

The danger is magnified by the lightning speed at which misinformation travels through our digital ecosystem. Whether it is a viral WhatsApp voice note, a deceptive TikTok video, or a misleading post on X, false content has a way of outrunning the truth, especially in hyper-local neighborhood groups. Recognizing that no single entity can fight this battle alone, a group of international experts, electoral officials, and civil society leaders recently gathered in Cape Town for the “Countering Disinformation, Safeguarding Local Democracy” dialogue. This collaborative effort made one thing clear: protecting the upcoming elections requires a unified, multi-stakeholder strategy that goes beyond simple fact-checking to build a more resilient information environment.

The Electoral Commission of South Africa (IEC) is leading this charge by creating a “glass box” approach to transparency. They are actively working to pull back the curtain on how elections actually function, inviting the public to see that their technology systems are secure, audited, and tamper-proof. Through innovative initiatives like the “News Sausage” project, which shows in real-time how results are verified, the IEC is striving to replace conspiracy theories with visible, step-by-step evidence. Furthermore, the IEC is reaching out to the younger generation through podcasts and improved digital tools, recognizing that young voters are the most vital participants in the digital age and need access to reliable, verified information to shape the discourse.

From a policy and government perspective, the state is bolstering these efforts through a mix of accountability and education. Legal frameworks like the Cybercrimes Act and the Electoral Code of Conduct are being used to ensure that those who weaponize disinformation to undermine our stability face real consequences. Simultaneously, government departments are teaming up with organizations like Real411 and Media Monitoring Africa to scale up their rapid-response capabilities. By promoting media literacy and pointing citizens toward legitimate, fact-based resources, the government aims to empower the public to act as their own guardians of truth, ensuring that official websites and reputable news outlets remain the primary sources for critical election data.

Ultimately, safeguarding our democracy is a communal responsibility that belongs to every single one of us. It is not enough for technology companies and electoral bodies to act alone; citizens must become active, skeptical participants who pause before they share that viral post or suspicious link. By using zero-rated portals to verify information and leaning on credible community networks, we are working together to build a “Democracy Shield” that protects the integrity of every vote. As we move closer to the 2026 elections, we should remember that our work goes beyond defending just a ballot—we are actively defending the truth, which is the only bedrock upon which a healthy, representative, and lasting democracy can endure.
