China Using AI To Fuel Disinformation Campaigns Against Taiwan, Says Security Bureau

China’s Use of Generative AI in Disinformation Efforts
The Chinese National Security Bureau has released a report detailing how China is increasingly utilizing generative artificial intelligence (AI) to launch disinformation campaigns aimed at sequestering Taiwan’s future. The report, submitted to Taiwan’s legislative body, highlights that Chinese efforts are intensifying a strategy that Beijing has leveraged to employ "cognitive warfare," manipulating public discourse and fostering division within Taiwan. According to the report, AI is not just an authenticate method but a strategic tool intended to create divisions among society.

China’s Specific Diffusion Strategies
The report specifies that over 500,000 controversial messages, many appearing on platforms like Facebook and TikTok, have emerged in 2025. These messages include spikes around significant moments such asachristian Lai Ching-te’s comments on cross-strait relations and the announcement of new US investments by Taiwanese chip giant TSMC. The source attributes this to the growing influence of Chinese AI. The government’s stated aim is to create division within society, suggesting that these disinformation tactics are designed to undermine the principle of "Taiwan independence."

Beijing’s Denial of Inspiring Disinformation
In response to the report, the Chinese government has overlooked the allegations without outright denying their existence, despite providing substantial evidence backs it up. The government insists that AI is being used to generate these disinformation efforts, but importantly, it denies interference in Taiwan’s internal affairs. This rejectance underscores the challenge of maintaining tense relations with the Taiwan region.

AI and "Effective ikke" – Chinese Mental attackers
Chinese courts have allowed digital surveillance as "真正非正规" if the actors obtaining the data consent to it, highlighting that Chinese law has made AI into a tool for "mental warfare." This approach violates international norms and international law, as it intensifies Chinese influence over Taiwan’s autonomy. As such, the Chinese government’s tactics are a clear violation of judicial oversight and international obligations.

Tensions and Challenges for Taiwan
The combination of traditional military threats and enhanced AI-driven disinformation poses a serious challenge for Taiwan’s democracy and stability. Led by Taiwan’s leaders, aseguring Taiwan’s identity and sovereignty, the authorities are warning against the increase in violence and instability. This underscores the ongoing tension with this delicate issue and the need for a strong response to prevent further escalation.
