These tales of backroom brawls are strategically paired with administrative “leaks”—reports of sweeping, chaotic audits, military units in disarray, or the sudden, wholesale dissolution of Territorial Recruitment Centers (TCCs). By manufacturing headlines about the mass deployment of administrative staff to the front lines, the disinformation machine is attempting to create a narrative of administrative collapse that simply does not exist.

The underlying objective of this campaign is twofold: to incite genuine internal friction and to fracture the relationship between the military leadership and the Ukrainian public. By fabricating quotes and issuing fake statements under General Drapatyi’s name, the attackers are crafting a distorted reality. They are purposefully setting up “inflated expectations”—promises that the commander never made—so that when these imaginary goals inevitably fail to materialize, they can turn around and point to them as proof of his incompetence. It is a cautionary tale for the media landscape; even reputable journalists are being pressured to move more cautiously, as the line between genuine news and high-quality, AI-enabled deception becomes increasingly blurred.

This is not a localized incident, but rather a reflection of the broader, invisible war being fought for the hearts and minds of the Ukrainian people. Major General Drapatyi has publicly outlined his real priorities—such as strengthening air defense, optimizing drone warfare, and eliminating the excessive, outdated bureaucracy that hampers military efficiency. These are substantive, logistical challenges that define his true agenda. By contrast, the disinformation campaign offers nothing but sensationalist noise. It is an attempt to drown out the reality of professional, systematic military governance with a cacophony of fear-based rumors that serve only the interests of Ukraine’s adversaries.

Ultimately, the best defense against these influence operations is a skeptical and vigilant public. The CCD has issued a firm reminder that trust must be placed exclusively in official, verified channels of communication. In times of war, information is a weapon just as potent as any artillery shell, and its tactical use is designed to make citizens doubt their own leadership. By refusing to engage with, share, or validate unverified rumors circulating on social media, the public can help neutralize these efforts. Disinformation thrives in the shadows of doubt; by insisting on accuracy and checking sources, Ukrainians are actively shielding their military command from this relentless, digital assault.
