China mandates labels for all AI-generated content in fresh push against fraud, fake news

The Chinese government has introduced new regulatory measures to address the growing impact of artificial intelligence (AI) on generating content, such as text, images, and audio. These rules, set to take effect on September 1, aim to ensure that AI-generated content is properly labeled and flagged under explicit and implicit identifiers to maintain clarity and data integrity. The directive follows a period of rapid evolution as nations, including China, seek to adopt AI-driven technologies for virtual and digital services.

The Central Cyberspace Administration of China (CAC) and other key departments, including the Ministry of Industry and Information Technology (MOIT), the Ministry of Public Security, and the National Radio and Television Administration (NRTA), are jointly leading the initiative. The goal is twofold: to prevent misinformation and boost digital transparency. By requiring AI-generated content to be labeled clearly, the regulations help control false or misinformed information that could spread misinformation online.

Under the new rules, AI-generated text, images, and other forms of digital content must be explicitly labeled with identifiers that are easily distinguishable from general metadata. However, there is also an implicit requirement for AI-generated content to be marked with digital watermarks embedded in its metadata. These markings are essential for detecting AI-generated content even when the original content is indistinguishable from human-created information.

For platforms providing AI-generated content, the regulations necessitate that they review and label any AI-generated assets appropriately. Likely, platforms involved in content creation must verify the authenticity of their AI-generated content and add precise labels when possible. If an AI-generated item appears to originate from human creation, the platform must flag it accordingly to prevent it from being falsely attributed to the source.

For example, any forms of AI-generated content that circumvent regulatory requirements may face prolonged bans or legal penalties.

In addition to enforcing the rules, platforms and distribution networks are being comparatively held to see if they meet the deemed necessary standards for responsible AI use. This requires a balanced approach where efforts to promote AI are unambiguously documented and regulated, ensuring that gains in digital capability do not come at the expense of digital integrity.
