X, the social media platform previously known as Twitter, finds itself embroiled in controversy once again, facing accusations of exacerbating tensions during recent riots and unrest in the UK. Critics argue that the platform’s misinformation policies, or lack thereof, have allowed inflammatory and false content to proliferate, potentially fueling further disorder. These concerns aren’t new; even before Elon Musk’s acquisition, Twitter faced criticism for its inadequate handling of misleading and provocative posts. While the platform had implemented tools designed to combat problematic content and promote accurate information, many of these safeguards have been weakened or removed under Musk’s leadership. Experts contend that this dismantling of safety measures has contributed to the spread of misinformation on a platform already grappling with its pervasive presence.

Ironically, X still possesses the very tools needed to mitigate the spread of harmful content, offering a glimmer of hope amidst the current crisis. One such tool is the verification system. Before Musk’s takeover, verification badges served as a reliable indicator of a user’s identity. However, Musk’s decision to monetize verification, allowing users to purchase blue ticks regardless of their identity, has undermined the system’s credibility. This shift has transformed verification from an identity-based system to a pay-to-play model, making it difficult to discern trustworthy accounts from potentially malicious ones. Furthermore, Musk’s decision to prioritize the visibility of paying users’ posts has inadvertently created a mechanism for amplifying misinformation. By paying for verification, individuals seeking to spread false narratives can gain both a veneer of legitimacy and increased reach, potentially influencing a wider audience.

Another tool, Community Notes (formerly Birdwatch), offers a crowdsourced approach to fact-checking. This feature allows users to flag potentially misleading or inaccurate tweets and propose corrective annotations, which are then subjected to community review. While Musk has publicly supported Community Notes, its effectiveness is hampered by slow response times and the relative inconspicuousness of the annotations compared to the original posts. Dismissing a significant portion of the Trust and Safety team, including engineers and content moderators, has crippled the platform’s ability to effectively address user reports and enforce its own rules. While X’s terms of service still prohibit harmful behavior, such as incitement to hatred, the lack of adequate enforcement means that such content is more likely to remain online for extended periods, increasing its potential to cause harm.

External pressure, particularly from the European Union, adds another layer of complexity. The EU has consistently criticized X’s handling of misinformation, highlighting issues such as the misleading blue tick system and inadequate fact-checking mechanisms. The EU’s Digital Services Act (DSA) poses a significant threat to X, with potential fines for non-compliance. While Musk has dismissed the DSA as "misinformation," the potential for fines and the so-called "Brussels effect," where EU regulations influence global standards, could force X to reconsider its approach.

The future of X remains uncertain. The effectiveness of Community Notes needs to be enhanced through faster response times and more prominent display of annotations. Reinvesting in a robust Trust and Safety team is crucial for effectively enforcing the platform’s rules and addressing user reports promptly.
