Russia-Linked Disinformation Campaign Targets Kamala Harris and 2024 US Election
A sophisticated disinformation campaign orchestrated by a Russia-linked troll farm has targeted Vice President Kamala Harris and the 2024 US presidential election, according to a new report from Microsoft. The campaign employed a fabricated story about Harris being involved in a hit-and-run accident, highlighting the evolving tactics of foreign influence operations seeking to manipulate American public opinion.
The disinformation campaign began with a video circulating on social media featuring a young Black woman claiming to be the victim of a hit-and-run accident caused by Harris 13 years prior. The video quickly gained traction, but inconsistencies and fabricated details soon emerged, exposing the narrative as a carefully constructed hoax. A non-existent news channel, plagiarized content, and discrepancies in the alleged victim’s name raised red flags among discerning viewers.
Microsoft’s threat intelligence report confirms the video’s origins within a Russian-aligned influence network known as Storm-1516 (also referred to as CopyCop). This network specializes in crafting realistic "whistleblower" narratives designed to exploit current events and sow discord among the American electorate. The fake hit-and-run story exemplifies this tactic, aiming to damage Harris’s reputation and erode trust in the Democratic ticket.
The campaign extends beyond the Harris narrative, with the same network disseminating a second video depicting a staged attack at a Trump rally. This video, purporting to show Black men assaulting a white woman, fueled outrage and divisive rhetoric online, underscoring the potential for such manipulated content to incite real-world consequences. Microsoft’s report also identifies another Russian influence actor, Storm-1679, which has shifted its focus from the French election and Paris Olympics to targeting Harris with manipulated content linking her to gender-affirming surgeries.
These recent disinformation efforts demonstrate an escalation in Russia’s covert influence operations targeting the 2024 US election. While previous attempts saw limited engagement, the latest campaigns have garnered significant attention on social media, amplified by unwitting Americans who shared the fabricated stories. This highlights the vulnerability of the electorate to disinformation, particularly during the heated atmosphere of an election cycle.
Microsoft’s analysis indicates that these campaigns rely on traditional manipulation techniques, such as using actors and video editing, rather than sophisticated AI-generated content. While foreign actors initially experimented with AI, many have reverted to older methods, finding them more effective and less time-consuming. The motivation behind these campaigns appears to be undermining support for Ukraine, as Harris and the Biden administration have been staunch supporters of Ukraine’s defense against Russian aggression.
